Description | As of October 13, 2022, a construction manager has not been awarded. Although a firm timeline for construction has not been determined, construction is not expected to start prior to September 2023. *The closed solicitation has been included below for reference: The Regents of the University of Colorado Boulder are seeking a General Contractor for services and requests submittal for proposals of General Contractors for the project titled UCB000393-Residence One. 1. This project will construct a new 175,000-190,000 gross square foot multi-story Student Residence building in the North of Boulder Creek University neighborhood. The building will contain the following elements, 400 beds in apartment studio, one bedroom, two bedroom, and four bedroom style dwelling units, a retail/cafe food service area, student gathering spaces, and building support spaces. The site work will include utility work landscape, and hard scape. Project completion will be May of 2025. The GC will need to coordinate with a sustainability Consultant during design and construction. The project will be a minimum LEED Gold project. Please reference the attached Program Plan, the site shown in the program plan has shifted to the east, refer to the attached map from the Master Plan. Residence One will now be on sites 6 & 5. This site is approximately 80,000 square feet. Per State of Colorado law C.R.S. 24-92 Part 2,which includes Direct Labor Burden Calculation (SBP-6.18), Applicable Prevailing Wage Rates and Apprenticeship Utilization Certifications (SBP-6.17), this project was approved prior to the implementation of the law and will not be required to meet Prevailing Wage or Apprenticeship Utilization Certifications or to utilize LCP Tracker during the project. Direct Labor Burden Calculation are still required. The University of Colorado Boulder anticipates using a Construction Manager/General Contractor (CM/GC) approach to project delivery. A Guaranteed Maximum Price (GMP) and an updated project duration schedule will be established by the Architect/Engineer and the Construction Manager/General Contractor in conjunction with the University of Colorado Boulder. The CM/GC will evaluate, among other things, availability of materials and labor, project schedule, project costs as they relate to the established budget, constructability, and will work closely with the Architect/Engineer and the University of Colorado Boulder throughout the planning, design and construction phases of the project. Construction is estimated to commence September 2023. The process to be used in the selection of the CM/GC is comprised of two steps. STEP I is the Submittal of Prequalification as described in Section II (D). STEP II is the Oral Interview/Cost Proposal as described in detail in Section III. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with Construction Management/General Contracting will evaluate responses to this RFP for both IPD CM/GC RFP Page 2 Rev 7/2021 STEPS. Upon completion of the evaluation of the Submittals of Prequalification, a limited number of firms will be invited to the oral interviews. Sealed fee proposals will be required only from those firms who are interviewed and are to be submitted as indicated in this RFP. Both qualifications and cost will be considered in the final ranking of firms with qualifications given 70% of the value of the weighted criteria and fees for the Cost/ Proposal given 30% A.
