Description

Addendum No. 3 postponing the Bid Due Date/Bid Opening Date to now be on THURSDAY, MARCH 2, 2023. ADVERTISEMENT FOR BIDS (AFB) STANDING ROCK SIOUX TRIBE AMBULANCE BASE McLaughlin, South Dakota The Standing Rock Sioux Tribe (SRST) is advertising for Sealed Bids or Proposals for a new Ambulance Base located at 115 1st Ave. West, McLaughlin, SD 57642. Substantial Completion of the Project shall be September 1, 2023. The Project includes an Ambulance Crew Living Quarters building that is of pre-built modular construction to be placed on a permanent concrete foundation with a six-foot (6 ) crawl space on a spread footing. The space requirements of the building are approximately 2,500 sf. There will also be an 8 W x 10 L x 8 H wood-frame vestibule to be constructed on the front of the Living Quarters building with siding to match. The Project also includes an Ambulance Garage which shall be of a 53 W x 70 L x 18 H post-frame construction Menards building, or similar, placed on a permanent foundation. The space requirements of the garage are approximately 3,700 sf. The garage shall include at a minimum: 5 bays with 14 x 14 doors, interior/exterior lighting and security, washer and dryer connections, mop sink and floor drain, roof air exhauster with louver in wall, CORAYVAC heating system utilizing propane, and areas for storage. There will also be construction of a 6 W x 8 L x 8 H wood-frame breezeway connecting the Living Quarters Building and Ambulance Garage. The breezeway shall have siding to match the Living Quarters Building. Site development and construction shall include all infrastructure connections and improvements (electrical service, water, sanitary sewer, and site access & security improvements), two concrete driveways, curb and gutter, sidewalks and a parking lot with 9 parking stalls, including one meeting ADA requirements, and site landscaping. Sealed Bids or Proposals will be accepted via US Postal Service, Domestic Courier Service, or Hand Delivered until 3:00 PM CDT on February 22, 2023 at: Standing Rock Sioux Tribe Building #1 N Standing Rock Ave. P.O. Box D Fort Yates ND, 58538. All bids received after this time shall be returned to the bidder unopened. The Bids or Proposals will be opened at approximately 3:00 PM CDT at the Tribal Administration Services Center (Bldg #1), First Floor - South Wing, Greasy Grass Conference Room. Contractor s must be licensed in the state of South Dakota or licensed in states having reciprocity with the state of South Dakota or be eligible for a Contractor s license in the state of South Dakota; and must possess or acquire a Standing Rock Sioux Tribe Business License. Bidders shall be certified by the Standing Rock Sioux Tribe s Tribal Employment Rights Office as an Indian-Owned firm and qualified to do construction work on the Standing Rock Reservation. This Project is subject to Indian Preference requirements mandated by the Tribal TERO Ordinance No. 165, TITLE XXX (30). The Advertisement for Bids or Proposals is open to all builders and contractors with Indian Preference given to Qualified Indian-Owned firms. If there are No Bids received from qualified and responsive Indian-Owned Contractors, then the solicitation will be opened to qualified Contractor s certified by the Tribe s TERO Department to do construction work on the Standing Rock Reservation. If the Bidder is claiming Indian Preference, they shall so indicate and attach certification on the outside of the Sealed Bid Envelope. The Sealed Bid Envelope shall contain bid forms in duplicate and on its exterior the name of the Bidder, address, name and location of project, classification of work, license number and classification of Bidder, if applicable. Each bid must be accompanied by a separate envelope containing the contractor s South Dakota license or certificate of renewal issued by the Secretary of State, their Standing Rock Tribal Business License, and full bid security. No bid will be read that does not fully comply with the provisions as stated herein. The Owner reserves the right to hold all legitimate bids for a period of sixty (60) days after the date of the bid opening. The Owner reserves the right to reject any and all bids or portions thereof and to waive irregularities, and the Owner shall incur no legal liability for payment of any monies under the bidding process conducted for the Project. Notice of Award shall be provided on or around March 28, 2023. Notice to Proceed shall be provided on or around May 5, 2023.
