Description | The Owner's technical representative for this project is the Indian Health Service (IHS). Questions regarding the technical aspects of the project can be referred to: Jason Petersen, Engineer Consultant Indian Health Service (IHS) 420 S Garfield Ave., Suite 200 Pierre, SD 57501 Office (605) 224-1644 Fax (605) 224-1704 Email: jason.petersen@ihs.gov The sewer system within the community of Whitehorse on the Cheyenne River Indian Reservation experiences occasional sewage backups into homes. It is anticipated that this is a result of damaged and/or blocked sewer mains. Manholes also show signs of leakage leading to inflow, particularly during rainfall events. The condition of the entire sewer system is unknown; however, the overall condition of the system can be considered as deteriorating and in need of repairs. The scope of work applies to the Whitehorse community sewer collection systems and covers the internal cleaning and inspection of the sewer system and designated services by a closedcircuit television camera (CCTV) to observe the existing conditions. The SIC shall furnish all necessary material, labor, equipment, and services required for the internal inspection of the designated sewer mains, and manholes. The work includes, but is not limited to, performing the following tasks: a. Sewer main cleaning, including the removal of intruding roots, the removal of protruding service connections, and the removal of hardened debris and hardened grease. b. Sewer manhole cleaning and inspection. Manhole inspections shall include photos of the interior and top view of the manhole. c. Sewer flow control. d. CCTV inspection of designated sewer lines. e. Video recording of images and audio from the CCTV inspection process including required inspection logs. The Community of Whitehorse utilizes Mni Waste Water Company (MWWC) water distribution system for the public water system. The SIC shall coordinate with MWWC for the access to manholes which may be buried or not readily found. Water will be made available from MWWC at specified flush hydrants on location for use by the SIC. Contact MWWC prior to cleaning to allow for access to water and monitoring of water usage. Wastewater generated from sewer cleaning services will be disposed of by the SIC into the community wastewater lagoon. In addition, the SIC will dispose of other waste materials recovered from sewer cleaning such as broken pipe, roots, sticks, protruding taps, foreign material, household items, and non-biodegradable waste at the sanitary landfill offsite. The sewer mains, and manholes designated to be cleaned and inspected are indicated on the attached drawing, Whitehorse Community Sewer Collection System Layout. CRST Tribal Projects Office is requesting a written cost proposal to perform the work included on the Bid Schedule in the attachments.
