Description | As of March 31st, 2023 this project is pending an award decision. Description of the Work in this Bid. The principal items of work to be constructed, along with approximate quantities, are as follows: Item Quantity Unit Excavation, Unclassified 2,310 CY Soil Aggregate, Designation I-14 1,000 CY Dense Graded Aggregate Base Course, 6" Thick 950 CY Modified Open-Graded 12.5MM Friction Course, 2" Thick 1,350 TON Top Filter Course, Crushed Stone Aggregate No. 57, 2" Thick 600 CY Stone Storage Bed, Coarse Stone Aggregate No. 2, 6" Thick 1,750 CY Split Rail Fence 1,850 LF Drilled Grouted Pile (Micropile), 11.75" Diameter 258 LF Furnishing of Steel Pedestrian Bridge 1 LS Installation of Steel Pedestrian Bridge 1 LS In compliance with Local Finance Notice 2020-10 issued by the New Jersey Department of Community Affairs, Division of Local Government Services, the Passaic County Purchasing Agent shall host a Webex virtual bid opening at the Procurement Center, located at 495 River Street, 2nd Floor, Paterson, NJ 07524. No bid shall be accepted by the County after the time designated above. Bid Documents will not be mailed. However, if exigent circumstances exist, accommodations to overnight Bid Documents may be delivered at the bidder's expense. Bidders shall submit their bids in a sealed envelope. If a Bid Document Return Envelope is not provided with these Bid Documents, bidders can use their own envelope for submitting their bid. All sealed envelopes containing a bid, including express delivery envelopes such as FedEx or UPS, must clearly identify the bidder's name, the project name, bid number, and bid opening date on the exterior of the envelope. Bid proposals must be submitted on the forms supplied by the County. Bidders must submit one (1) original and two (2) copies of its bid plus one (1) on CD or USB Flash Drive. The failure to provide all copies required herein, including digital, may result in rejection of the bid. Bidders are responsible for delivering their respective bids to the County at the time and at the place designated herein. Bids may be delivered personally by the bidder, or by mailing or private courier services (e.g., FedEx, UPS, Lawyers Service). The County will not be responsible for late submissions resulting from using the Post Office or couriers to deliver a bid. Use these services at your own risk. Bidders wishing to submit their bid on a business day before Bid Opening may do so at the address noted above between the hours of 8:30am and 4:30pm. The County shall live stream all bid openings, clearly announce the title of the bid, and display each sealed bid package, back and front, for the camera prior to the bids being opened. The contents of each bid package shall be read aloud upon opening, including the price(s), and noting, at minimum, the presence of any documents required to be part of the bid submission. Proposal are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2. et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and N.J.S.A. 19:44A-20.25 et seq., will not adversely affect your consideration for award After the close of the bid opening, the bid package of the apparent low bidder shall be fully scanned and posted The bid opening shall be recorded and archived. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Bidders are advised that the Contract includes a goal of awarding sixteen percent (16%) of the Total Contract Price to subcontractors, transaction expeditors, regular dealers, manufacturers and truckers qualifying as Disadvantaged Business Enterprises (DBEs), in accordance with Federal Aid Project guidelines. Bidders are advised that the Contract includes one (1) training position of three hundred (300) hours, in accordance with Federal Aid Project guidelines.
