Description | All work on this contract shall be completed within Forty-five (45) calendar days. The Scope of work for this Contract includes, but is not limited to, location and inventory of affected drainage structures, ordering check valves, reconstruction of drainage structures (if required), installation of check valves, fence repair, and restoration, at various locations along Main Street within the Township. Financial assistance for this project is made possible by a grant from the NJEDA, Office of Recovery, Neighborhood Community Revitalization (NCR) Streetscape Program. Funding for the program was provided by a grant from the United States Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR). The successful bidder must comply with all applicable requirements of the CDBG-DR Program, including those outlined in the NJEDA CDBG-DR Administrative Manual. Prospective bidders should familiarize themselves with the manual and program information, which can be found electronically. Proposals must be accompanied by a statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Township and either a Bid Bond or a Certified Check drawn to the order of Treasurer of the Township of Belleville for not less than ten percent of the amount bid, except that the check need not exceed $20,000.00. The successful bidder is hereby notified that a performance bond for the full amount of the project is required. The award of the contract for this project will not be made until the necessary funds have been provided by the Township of Belleville in a lawful manner. The check or bond of the successful bidder shall be forfeited if the bidder fails to enter into a contract pursuant to N.J.S.A. 40A:11-21. The Township of Belleville or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract. Proposals for this Contract will be accepted only from bidders who are properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Township of Belleville. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. In addition to that expressly listed below, the successful bidder must comply with all provisions and conditions included in the subject bid package and specifications. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and federal and state prevailing wage rates to be paid under the contract, Section 3 of the HUD Act of 1968, Segregated Facility, Section 109, and Equal Employment Opportunity (E.O. 11246). The successful bidder shall be required to comply with the following: A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et. seq.). Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. B. The provisions of the Davis-Bacon and Related Acts federal prevailing wage determinations and the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et. seq.). C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act. D. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1). E. Business Registration Act Registration (P.L. 2004, Chapter 57). F. Public Contractors Registration Act G. Obtain and provide Dun and Bradstreet Number (DUNS) H. The contract governing the work is funded by monies received by Essex County under Title I of the Housing and Urban - Rural Recovery Act of 1983 (P.L. 98-181). Under the said Act the Davis Bacon Act is applicable to the contracted work. Accordingly, the contractor must abide by the provisions of the Federal Labor Standards which are included as a part of the conditions of the contract. All bidders will be required to obtain or submit their DUNS number (Data Universal Numbering System), as well as their SAMS CAGE code (System for Awards Management Commercial And Government Entity). Prospective bidders without these numbers will not be able to be considered responsible bidders, thus eliminating them from any awards. Moreover, the bid must be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2). Proposals must be made on the standard Proposal Forms in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder, and the name of the work on the outside, addressed to Mayor and Council, Township of Belleville. Contract Documents may be inspected by prospective bidders from 9:00 a.m. to 3:00 p.m., Monday through Friday, at the Purchasing Department Office. |
