The Department of Inland Fisheries and Wildlife, Maine Warden Service (Department) is seeking proposals to provide aircraft maintenance and repairs as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Maine Warden Service Aviation Division is responsible for responding to search and rescue operations and law enforcement incidents which are time critical in nature. It is imperative that our aircraft are maintained and repaired in a timely manner, at times requiring a qualified mechanic to respond to where an aircraft is located to perform repairs and return the aircraft to service. Due to recent employment changes of qualified personnel within the Warden Service, more maintenance has been performed by outside vendors on an urgent basis in order to keep our aircraft mission ready. This has created the need for contracted aircraft maintenance and repairs service to ensure the Warden Service to be procured through rules set forth by the State of Maine, Division of Purchases All work shall be completed to industry standards (plus or minus (+/-) one day) of the aircraft manufactures suggested repair times or as agreed to by the Maine Warden Service, Aviation Division and the selected Bidder. The lead time to complete repairs and other work shall be provided to the Maine Warden Service, to include cost estimates and agreed upon prior to beginning any repairs or maintenance. Updated reports shall be provided in writing to the Maine Warden Service Aviation Division weekly when MWS aircraft are being serviced regarding work progress to include an aircraft return to service date |
