Description | The Washington County Public Works Department is issuing this request for proposal (RFP) to provide design development, construction documents and construction observation and administration for a restroom / sanitation room addition and minor repurposing / refurbishing of the existing maintenance facility in the Big Marine Park Reserve (BMPR). Washington County is looking for a temporary modular building to provide restrooms, office space, lunchroom, and general workspace at the maintenance facility in BMPR while a comprehensive study is completed for the future maintenance facility. The modular space shall have four season capabilities including water and sceptic and be able to be efficiently relocated when no longer needed. Big Marine Park Reserve is located along the southwestern shore of Big Marine Lake approximately 5.5 miles north of Washington County Public Works. A long-range park facilities study was completed in September 2017 and identified several existing issues and conditions for the BMPR maintenance shop, this report has been attached to Appendix C of this RFP. The BMPR maintenance facility is an existing outbuilding that was on site when the County obtained the land. The building was converted into a makeshift 40-ft by 44-ft maintenance facility with a 20-ft by 40-ft enclosed cold storage, 24-ft by 24-ft shop area and a 15-ft by 24-ft break room. There is no running water or septic capabilities at the existing site. The report in Appendix C indicated needs for heating and cooling upgrades for the existing shop which will be evaluated and implemented with this proposal. BMPR is located outside of the urban services area and current sanitary and water services are provided by an on-site septic and well facilities. This project aims to lay the groundwork to support a new modular building. A building pad will need to be graded, drainage ditch realigned including a storm water basin, water service and septic system designed, and electrical design and coordination will be required. A project location map has been attached in Appendix B. Washington County is a Grantee or Subrecipient of federal assistance. All contracts, including contracts for goods and services, involving the use of federal funds must contain the provisions contained in Appendix A, paragraphs XVIII-XXVII. A party to any contract where federal funding is utilized must agree to abide by federal requirements and to bind lower tier and third-party contractors and subcontractors to the same. The project work will commence upon selection of the Architect and after award of a contract. The Architect will prepare a project schedule based on a construction completion date of no later than December 31, 2023. A copy of all written questions submitted, with responses, will be distributed to interested Engineers no later than 4:00 PM on August 31, 2022. Please note that no other Washington County personnel are allowed to discuss this RFP with anyone, including Respondents, before the proposal submission deadline. This RFP does not obligate the County to award a Contract or complete the project. The County reserves the right to reject any or all proposals.
