Bids must be made on the standard proposal form in a manner designated therein and required by the specifications. They shall be enclosed in an opaque sealed envelope addressed to the Board of Commissioners of the Borough of Deal bearing on the outside the name of the bidder, his address and the name of the contract for which the bid is submitted. Bids must be accompanied by a certificate from a surety company stating that it will provide the specified performance and maintenance bonds in the event that the contract is awarded to the bidder. Upon failure to do so, he shall forfeit the deposit as a partial satisfaction of liquidated damages and the acceptance of the bid will be contingent upon fulfillment of this re quirement by the bidder. The checks of all bidders will be returned according to law. No interest shall be allowed upon any such check. The Contract shall be awarded, or all bids rejected, within sixty days from the receipt of bids or within such extensions of time as per¬mitted by law. The Board of Commissioners reserve the right to reject any and all bids, or to waive informality of any bid.
