Description

Bids shall be submitted in a sealed envelope marked "Bid for 19th Street and Nation Road Roundabout. At said place and time, all properly received bids will be publicly opened and read. The project is described in general as "19th Street and Nation Road Roundabout - Project 2018B" in the City of Kearney, Missouri. The proposed work includes construction of a roundabout and approach roadways, sidewalks, and enclosed storm drainage system. The pavement type (concrete or asphalt) will be selected by the city as a part of the bidding process. Construction also includes clearing/ grubbing, removal of improvements, grading, erosion control, landscaping, seed/mulch and signage. The work shall be closely coordinated with the ongoing MoDOT interchange project at 19th Street and I-35, just east of this project. Bidders must fill out the on-line registration to request Bidding Documents, Plan Holders List, AND TO RECEIVE ADDENDA. A pre-bid meeting will not be scheduled for this project. The following provisions are required of the successful contractor and are further described in the contract documents. l City Occupation License l Insurance Coverage Naming City of Kearney as Additional Insured l Performance Bond l Prevailing Wage Provision (not required for work $75,000 or less) l OSHA Training l Federal Work Authorization Program (E-Verify) lProof of Lawful Presence l American Products l Transient Employers Special Needs. Bid Security. Bid Security will be required in accordance with the Instructions to Bidders. Bidder qualifications may be required in accordance with the Instructions to Bidders Each bid shall be accompanied by a bid bond, certified check, or cashier's check, in an amount not less than the contract price. The bidder certifies that their bid is genuine and is not made in the interest, or on behalf of, any undisclosed person, firm or corporation. Bidder certifies that they have not directly or indirectly induced or solicited any other bidder to put in a false or sham bid, that they have not solicited or induced any person, firm or corporation, to refrain from bidding, and that they have not sought by collusion or other means to obtain any advantage over any other bidder or the owner. The City hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, DBE/MBE/WBE business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. Contractor should read and be fully familiar with all contract documents before submitting a bid. In submitting a bid, the bidder warrants that it has read the contract documents and is fully familiar therewith and that it has visited the site of the work to fully inform itself as to all existing conditions and limitations and shall include in its bid a sum to cover the cost of all items of the work. Should a bidder find "defects"; it shall bring such "defects" to the attention of City. Changes necessitated thereby shall be in the form of addenda issued to registered potential contractors. All bidders shall verify that they have considered all written addenda. Neither the City nor the Consulting Engineer shall be responsible for oral instructions. Any written addenda issued during the time of bidding shall be covered and included in the bid. There will be no clarifications or exceptions allowed on the Bid. Bids are for a total bid package, total contract price. The City of Kearney, Missouri, reserves the right to accept or reject any and all bids and to waive any technicalities or irregularities therein. Bids may be modified or withdrawn by written request of the bidder received in the office of the City Clerk, prior to the time and date for bid opening; provided, however, that no bidder may withdraw its bid for a period of thirty (60) days from the date set for the opening thereof. All bidders agree that rejection shall create no liability on the part of the city because of such rejection, and the filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions.
