Description

The purpose of this Invitation to Bid is to select the most responsible and eligible bidders, to assist the City of Quincy (hereinafter designated "the City") with the operation and maintenance of the municipal street light system of approximately 7000 streetlights. Once bids are evaluated the selected firm will be authorized to begin work immediately upon award. Funding for periods subsequent to July 1, 2023 is subject to annual appropriation.It is the intent of this Invitation to Bid to award multiple contracts to the most responsible and eligible bidders offering the lowest total cost to the city for all items. This contract will consist of repair, installation and improvements of/to City-owned streetlights, including cobrahead, flood and decorative type fixtures, including all underground service conduits, on an on-call basis. Modifications or improvements to existing or new streetlights or lighting infrastructure may also be performed under this contract. The City reserves the right to award multiple contracts for this service. The City currently owns approximately 7000 LED streetlights, of which approximately 6400 are cobrahead type fixture, 100 are flood type fixture and the remainder decorative or specialty light. The vast majority of these lights were included in an LED retrofit project completed in 2018. The City also owns approximately 700 poles, of which approximately 100 are wooden, 150 are aluminum and 450 are decorative steel. All questions regarding this bid should be directed to Kathryn R. Questions will be accepted until January 20, 2023 at 12:00 p.m Each Bid must be accompanied by a Bid Bond, or Certified Check issued by a responsible bank or Surety company in the amount of five (5%) percent of the bid price. A five percent (5%) bid bond must be submitted with your bid. The selected Bidder will be required to post a 50% Payment Bond and a 100% performance bond. In submitting and signing a bid proposal, the Bidder understands that the City of Quincy reserves the right to reject any and all bids or to waive any informality in the submitted bid documents. The City may also reject any bid that has unit prices, which in the opinion of the City's purchasing authority are obviously unbalanced. The Bidders are required to calculate the value of each item taking into account the prevailing wage laws and reasonable cost of materials, profit and overhead to perform the work described
