Description

Deadline for Questions Date: February 27, 2019 Response to Questions Posted by: Date: March 1, 2019 Estimated Notification of Award Date: April 9, 2019 A mandatory pre-bid meting has not been established for this Request for Qualifications. The scope of services will include the following at a minimum: 1. Review of current Facilities Assessment (FA) Document developed in 2011 2. Review of current FA Document developed for Wilmington Schools 3. Review of current list of deferred maintenance items as maintained by the District in the School Dude Planning Module 4. Field survey of all operating facilities owned by the District by architects and engineers registered in the state of Delaware and well versed in the all code requirements in force in the jurisdictions of the City of Wilmington, New Castle County, and the City of Newark 5. Evaluation of all operating facilities owned by the District in a manner consistent with the current FA to include, but not limited to Architectural, Mechanical,Plumbing, Electrical, Roof, ADA, Life/Safety and Civil. 6. Update and reissuance of the FA with prioritized recommendations to including basic scope of work and associated budgetary magnitude 7. Develop and present updates for the Public and for the Christina Board of Education. (3 - 5 Presentations) To be considered, all proposals must be submitted in writing and respond to the items outlined in this RFQ. The District reserves the right to reject any non-responsive or non-conforming proposals. Each proposal must be submitted with four (4) paper copies and one (1) electronic copy on CD or DVD media disk, or USB memory drive. Proposals received after the specified date and time will not be accepted or considered. To guard against premature opening, sealed proposals shall be submitted, plainly marked with the proposal title, vendor name, and time and date of the proposal opening. Evaluation of the proposals is expected to begin shortly after the proposal due date. To document compliance with the deadline, the proposal will be date and time stamped upon receipt. The Christina School District will receive proposals until the date and time shown in this RFQ. Proposals will be opened only in the presence of the Christina School District personnel. Any unopened proposals will be returned to the submitting Vendor. There will be no public opening of proposals, but a public log will be kept of the names of all vendor organizations that submitted proposals. The contents of any proposal shall not be disclosed to competing vendors prior to contract award. The Christina School District reserves the right to accept or reject any or all proposals or any part of any proposal, to waive defects, technicalities or any specifications (whether they be in the Christina School District's specifications or vendor's response), to sit and act as sole judge of the merit and qualifications of each product offered, or to solicit new proposals on the same project or on a modified project which may include portions of the originally proposed project as the Christina School District may deem necessary in the best interest of the Christina School District. The final award of a contract is subject to approval by the Christina School District. The Christina School District has the sole right to select the successful vendor(s) for award, to reject any proposal as unsatisfactory or non-responsive, to award a contract to other than the lowest priced proposal, to award multiple contracts, or not to award a contract, as a result of this RFQ. Notice in writing to a vendor of the acceptance of its proposal by the Christina School District and the subsequent full execution of a written contract will constitute a contract, and no vendor will acquire any legal or equitable rights or privileges until the occurrence of both such events. The method of contractor selection has not been determined at this time.
