Description | As of March 20, 2023, project is on hold. No definite date for rebid. A bid bond or certified check in the amount of 5% of the bid amount is required with the bid. All bid securities, except that of the three (3) lowest bidders, will be returned within 10 days of the bid opening. A Non-Collusive Bidding Certification form shall be submitted with the bid. Performance and Payment Bonds for 100 percent of the Contract Sum payable to Village of Dolgeville will be required as a condition of the award for contract. The Agreement will be written between the successful Bidder and the Village of Dolgeville. The Owner represents that it is exempt from payment of federal, state, and local taxes, as well as Sales and Compensating Use Taxes of the State of New York. No Bidder may withdraw their bid within 45 days after the actual date of opening. Project work shall commence on or about April 10, 2023 with substantial completion expected October 2, 2023 and final completion of work expected October 27, 2023. Work may commence earlier if weather permits, provided any additional costs incurred due to frost conditions, etc. are borne by the contractor. The Village of Dolgeville is an equal opportunity employer and attention of Bidders is particularly called to requirements that no person shall be discriminated against on the basis of race, religion, color, national origin, sex, gender, age, disability, sexual preference, marital status, or Vietnam Era Veteran status. This project is funded in part by a grant from the NYS Office of Parks, Recreation and Historic Preservation through Title 9 of the Environmental Protection Act of 1993. All bidders are subject to the terms of the NYS Master Contract for Grants -- Standard Terms and Conditions, which can be found online at portal. The State has established a goal for MWBE participation of 13% Minority Business Enterprise (MBE) and 17% Women-Owned Businesses Enterprise (WBE). The selected bidder must submit a Grants MWBE Utilization Plan, Contractor's Solicitation Log and documentation that NYS Certified Minority and WomenOwned Business Enterprises (MWBEs) were contacted during preparation of said bid. The Contractor should reference the directory of New York State Certified minority and women-owned business enterprises available from: Empire State Development Division of Minority and Women's Business Development Albany, NY 12245 Phone: (518) 292-5250; (212) 803-2414; or (716) 846-8200) portal (MWBE Directory search) The Contractor will be required to identify businesses intended to be used and the value of subcontracts and supply contracts. Prior to the award of a contract to the selected bidder; review and acceptance of the bid summary and all MWBE documentation by State Parks is required. A contractor who has made good faith efforts to obtain commitments from M/WBE subcontractors and suppliers prior to submitting its utilization plan, but is unable to comply with MWBE goals, may submit a Request for Waiver {partial or total) along with documentation of good faith efforts, at the same time it submits its utilization plan. Upon selection, for all contracts that equal or exceed $100,000, the contractor will be required to submit to the State a Vendor Responsibility Questionnaire: Construction - For-Profit. The questionnaire can be found online at portal.. Upon selection, all contractors and subcontractors must provide proof of Workers' Compensation and Disability Benefits Insurance Coverage for employees, or proof of exemption from the New York State Workers' Compensation Board. The successful bidder will be required to provide an Affirmative Action and Minority and Women-Owned Business Enterprise Policy Statement prior to the award of a contract. Attention of Bidders is particularly called to the requirements of New York State Prevailing Wage Rates, required for this contract. The Owner reserves the right to accept or reject any or all Bids, to re-advertise for new bids, or to waive any informality in connection with the bids. |
