Description

** Blue Mountain Construction Group LLC has been awarded. ** The project consists of regrading and paving the bulb out at 212th Avenue SE, installing a groundwater interceptor trench, and rerouting stormwater to a new water quality treatment catch basin following a video inspection and lining of the existing outfall pipe that discharges to Pipe Lake. The Work shall be substantially complete within 25 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Covington, Washington. The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the forms provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the "City of Covington" and in an amount of not less than five percent (5%) of the total Proposal amount. Bidders are encouraged to register in order to receive automatic email notification of future addenda and to be placed on the Bidders List. For assistance, please call (206) 284-0860. Contract questions shall be directed only to the office of the Project Engineer. The undersigned has reviewed and fully understands the provisions in the Contract regarding liquidated damages and agrees that liquidated damages shall be $1,000.00 per day for each and every working day beyond. The undersigned has reviewed and fully understands the provisions in the Contract regarding liquidated damages and agrees that liquidated damages shall be $1,000.00 per day for each and every working day beyond the Contract time allowed for substantial completion until the Substantial Completion Date is achieved and $500.00 for each and every working day required beyond the Contract Time for physical completion until the Physical Completion Date is achieve. The Bidder shall not have had liquidated damages 33 assessed on any projects it has completed 5 years prior to the 34 bid submittal date that demonstrate a pattern of failing to meet 35 contract time, unless there are extenuating circumstances 36 and such circumstances are deemed acceptable to the 37 Contracting Agency. The Bidder, if and when required as detailed 40 below, shall sign a statement (on a form to be provided by the 41 Contracting Agency) that the Bidder has not had liquidated 42 damages assessed on any projects it has completed within 43 the five years prior to the bid submittal date, or shall submit a 44 list of Projects with assessed liquidated damages along with Owner contact information, and number of days assessed 2 liquidated damages. Financing of the Project has been provided by City of Covington, Washington. The City of Covington expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal. The undersigned agrees that the Owner reserves the right to reject any or all Proposals and to waive any minor irregularities and informalities in any Proposal. The Bidder adds provisions reserving the right to reject or 8 accept the award, or enter into the Contract. The City has the right to reject the bypass pumping plan, in whole or in 42 part, at their sole discretion. Any delays or costs associated with 43 incomplete, inadequate or unsuitable submittals, submittal rejection, and 44 resubmittal shall be borne by the Contractor.
