RFQ - Phase I/II Engineering Services for Reconstruction of Structure carrying the CSX Railroad over I-70 NE of Marshall

Job No. P-97-037-22, Phase I/II Engineering Services for Reconstruction of Structure carrying the CSX Railroad over I-70 NE of Marshall, Clark County, Region Four/District Seven. This project requires 19% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 4, 2022, at 1:30 PM in the Region Four/District Seven Office in Effingham. The anticipated scope of work for this reconstruction will include complete removal and replacement of the substructure and superstructure. Maintenance of railroad traffic and interstate traffic will be included in the scope of work. Phase I engineering services include DTM and topographic survey of the existing bridge and approach railway, preparation of a Bridge Condition Report (BCR), design of proposed railway profile, traffic management plan, and all other work necessary to prepare a Project Report for Design Approval. District 7 will be responsible for environmental coordination, utility coordination, and railroad coordination. The Consultant will provide the District with necessary documents and/or plans for the environmental, utility, and railroad coordination. The estimated construction cost for this project is $10,000,000. This contract must be completed by May 1, 2026. The Prime firm must be prequalified in the following categories to be considered for this project: Structures (Railroad) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The firm acting as the prime must be prequalified in all the prequalification categories requested in the project advertisement even if they plan to subcontract part of the project, except where noted in a specific project advertisement. Any work being done by a consultant, prime or sub must be prequalified in the IDOT prequalification category of work they are performing.
