Description

Westmoreland County Industrial Development Corporation (WCIDC) will receive Sealed Bids for the site work associated with a Mail Delivery Facility at Commerce Crossing at Westmoreland The project consists of site preparation and improvements to include excavation, concrete sidewalk, asphalt paving, drainage installation, and all items as identified on the construction documents. Prospective bidders can address all questions to the office of the engineer at (717) 461-3916 attention Mr. Bryan Clement or by contacting the Westmoreland County Industrial Development Corporation directly at (724) 830-3610 attention Ms. Melissa Iarussi. A certified check or bank draft, payable to the order of the Westmoreland County Industrial Development Corporation, negotiable U.S. Government Bonds, or a satisfactory Bid Bond executed by the Bidder, and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania, in an amount equal to ten percent (10%) of the bid for site work associated with a Mail Delivery Facility at Commerce Crossing shall be submitted with each bid. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds each in the amount of 110% of the contract price, and certificate of insurance prior to the award of the contract. 1. Contractor agrees to comply with all applicable state statutes and regulations including, but not limited to, the Building Energy Conservation Act, the Pennsylvania Prevailing Wage Act or the Resident Labor Requirements Act, the Steel Products Procurement Act, the Trade Practices Act, the Public Works Contractor's Bond Act of 1967, and the Flood Plain Management Act. The Contractor must also comply with the Americans with Disabilities Act and agrees to minimize pollution and will strictly comply with all applicable related laws and regulations. 2. The Contractor agrees to comply with nondiscrimination/sexual harassment provisions and will include such provisions in all contracts and subcontracts. 3. Contractor must ensure that no Contractor or subcontractor is currently under suspension or debarment by the Commonwealth, any state, or the federal government. 4. Contractor must actively recruit minority and women subcontractors or subcontractors with substantial minority representation among their employees. 5. Contractor and its subcontractors shall furnish progress reports, status reports, project account statements, certificates, approvals, etc. 6. All pertinent records must be maintained by the Contractor and all subcontractors for seven (7) years from the end of the contract. Prime Contractors should use the Directory of Minority, Women and Section 3 Business Enterprises to solicit proposals from potential subcontractors. Work under this contract is subject to the requirements of the PA Prevailing Wage Act. The PA Prevailing Wage Rates applicable to this Contract are included. All requests for information shall be submitted in writing to the office of the Engineer at b clement@hflenz.com on or before 5:00 p.m. local prevailing time July 25 2022. Requests for information will not be accepted after 5:00 p.m. on July 25, 2022. The WCIDC reserves the right to reject any or all bids or to waive any informalities in the bidding. In order to be eligible to submit a bid, the prospective bidder must register and receive the bidding documents directly. For a non-refundable fee of two hundred and fifty dollars ($250.00), bidders can pick up one (1) complete set of the Drawings and Specification Documents for site work associated with a Mail Delivery Facility at Commerce Crossing of Westmoreland, at the office of H.F. Lenz Co., Consulting Engineers, 1407 Scalp Avenue, Johnstown, Pennsylvania 15904, attention Ms. Kerri Muha. Shipping will be via standard delivery for an additional fee of $50.00. Please email kmuha@hflenz.com to request an electronic copy. Bids may be held by the WCIDC for a period not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualifications of the bidders prior to awarding the Contract. No cash can be accepted for the bid documents. Check or money order to be made payable to the H.F. Lenz Company.
