The SPECS were replaced in their entirety Construction Project:The magnitude of construction is estimated to be between $5,000,000 and $10,000,000. The resulting contract will be firm-fixed-price.The Corps of Engineers (USACE), Seattle District, proposes to conduct repair of the Sea Dike at the Federal Navigation project in Quillayute, La Push, WA. The work is anticipated to begin in the Fall of 2023 and all in-water work must be completed by 1 March 2024. The project will require approximately 6,400 tons Armor Stone (5-10 ton depending on rock density) and 4,200 tons Core Rock (2-12 inch core/baselayer). It is anticipated the work would be performed in the Fall-Winter of 2023-2024. This performance window is during the most challenging time of the storm season with extremely difficult marine and river conditions. The construction areas are fully exposed to strong and severe river and marine conditions. The Quillayute River runs very fast with lots of woody debris coming down the river. Marine conditions (tides, swells, currents, etc.) are subject to significant winter storms that hit this west coast location. Contractors should expect difficult construction conditions. In-water work window starts 1 September 2023 and ends 1 March 2024. In-water construction/placement may commence after 1 September 2023 and after award. However, depending on the award date, construction work such as procuring, transporting, and staging material can be done prior to the in-water work window.
