Sources Sought Number: 6982AF23SS0001 Project Number and Name: UT ERFO 70014(2) Santaquin Canyon Road THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Business concerns (SBCs), HUBZone small businesses, Woman Owned Small Businesses (WOSBs), 8(a) small businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSBs), or Veteran Owned Small Businesses (VOSBs) and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov for receipt by close of business (2 p.m. local Denver time) on October 18, 2022. Please put the project name in the subject line: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business (SDVOSB) or a Veteran Owned Business (VOSB) concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR SAM PROFILE AS CERTIFICATION; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $5 million dollars, your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the UT ERFO 70014(2) Santaquin Canyon Road project in which you performed (as the prime contractor) work in natural resource sensitive areas and work elements including embankment construction, retaining wall construction, concrete box culvert construction, aggregate placement, and asphalt paving. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DESCRIPTION: The UT ERFO 70014(2) Santaquin Canyon Road project is located in Utah County, UT within the Uinta-Wasatch-Cache National Forest, approximately 4 miles south of Santaquin, UT. This project will provide repairs to numerous sites damaged in a 2019 flood event. SCOPE OF THE WORK: The proposed repairs include embankment construction, retaining wall construction, concrete box culvert construction, aggregate placement, and asphalt paving. These repairs will be accomplished to restore safe passage to the travelling public. The roadway is currently closed and will remain closed until repairs are complete. Diversions of the creek will be required during box culvert and retaining wall construction. PRINCIPAL WORK ITEMS: Description, Unit, Est. Quantity Special Rock Embankment, CUYD, 500 Mechanically Stabilized Earth (MSE) Wall, SQFT, 7,000 Roadway Aggregate, TON, 1,000 Asphalt, TON, 500 Reinforced Concrete Box Culvert, LNFT, 250 ANTICIPATED SCHEDULE: The anticipated advertisement date is December 2022 with an award date of February 2023. Construction is anticipated to occur between May 2023 and July 2024. ESTIMATED COST RANGE: The proposed project is estimated at a cost of between $2,000,000 and $5,000,000. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
