HVAC Systems at Specific Facilities - Design/Build

Contract Award/Bid No. 1 = Fire Station 11 Contract Award/Bid No. 2 = Crestwood Place and Police Station Site 1: Fire Station 11 located at 740 Dundee Avenue. Site 2: Crestwood Place, 1000 Waukegan Road. Site 3: Police Department, 1401 Landwehr Road. Recalculate building load needs using current loads such as the current employee count, electronics, equipment layout, windows, future LED lighting and other pertinent factors noted in a standard Manual-N load calculation. Size unit to meet the calculated load. The new open protocol, non-proprietary BAS shall be BACnet. We are open to a cloud-hosted system (assuming the Village owns the data and will be provided the data in its entirety with no penalty or charge when the contract ends), or an on-premise system. BAS must be secure and able to be accessed remotely. Contractor will coordinate software installation with Village staff. All cable connections to new HVAC systems to Village servers will be supplied and installed by others. Contractor will supply Village with location and number of connections required with bid. Provide a basic design with the location and number of Northbrook network connections. Set up energy efficient operational strategies that include but are not limited to: Incorporate VFD’s, Incorporate CO2 monitoring and air pressure regulation, Optimal start/stop, BAS, RTU, and VAV boxes shall be able to be adjusted in .5 degree increments., A means for onsite staff to start up the RTU system for two hours at a time without the use of the BAS. Unit will have a point allowing connection to the fire alarm panel (for shutdown) in the future. Include curbs and/or curb adapters for the new RTU. Testing and Balancing of all areas served by the new system. Contractor to install all new low voltage control wiring for VAV boxes and BAS. Include shielded wiring if required for proper installation. Set up local Thermostats with a 1.5 degree end user plus-minus adjustment. Set up the Facilities Manager with the ability to override local commands through the BAS. System shall also be capable of maintaining employee comfort. If Option 2 is accepted follow installation specifications listed under the Police Department Server Room that apply.
