Description | The work to be done in general consists of mobilization, traffic control, erosion and sedimentation control, potholing of existing utilities, clearing and grubbing, tree trimming, tree removal, landscape and bioretention area installation, catch basin and storm drain pipe installation, sidewalk, driveway, curb and gutter, valley gutter, curb ramp installation, decorative concrete and performed thermoplastic crosswalk installation, signing, traffic striping and markings, flex-post delineators, lighting system, rectangular rapid flashing beacon, traffic signal modification, cold-in-place recycling, overlay and crack sealing, HMA base repairs, and all other work as specified in these Special Provisions and shown in the Drawings. The estimated base construction cost for the project is approximately $3.5 million. The Additive Bid 1 cost is approximately $65,000. The Additive Bid 2 cost is approximately $155,000. The Additive Bid 3 cost is approximately $77,000. The bidder's attention is directed to the "Project Stabilization Agreement," section of the special provisions regarding the requirement to enter into a Project Stabilization Agreement ("PSA") for City construction projects funded in whole or in part with City of Concord funds where the engineer's estimate or bid amount exceeds $750,000.00. The PSA also includes a Helmets to Hardhats requirement. A copy of the PSA is attached and incorporated by reference. The Contractor shall possess a valid Contractor's licenses at the time the bids are opened: Class "A," General Engineering Contractor. Further, only a contractor registered with the Department of Industrial Relations (DIR) to bid on public works contracts in California shall be permitted to submit a bid. Furthermore, only subcontractors registered with the DIR to bid on public works contracts in California shall be permitted to perform work or labor or render service under subcontract to the subject contractor. The Contractor shall have completed within the last five years a minimum of three Capital Improvement Program (CIP) projects for one or more public agencies; these projects shall involve work of similar type and complexity, each project at not less than $2,000,000. There is no pre-bid meeting for this work; however, contractors are strongly encouraged to visit all sites in advance of the bid to familiarize themselves with the nature of the existing conditions. The City Council has ascertained that State of California prevailing wage rates are applicable for this and all City projects. The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code and with applicable City regulations. ALL BIDS SHALL BE PRESENTED UNDER SEALED COVER AND SHALL BE ACCOMPANIED BY CASH, CASHIER'S OR CERTIFIED CHECK OR A BIDDER'S BOND EXECUTED BY A CORPORATE SURETY INSURER. THE BIDDER'S GUARANTEE SHALL BE IN AN AMOUNT EQUAL TO AT LEAST TEN PERCENT (10%) OF THE AMOUNT BID AND MADE PAYABLE TO THE CITY OF CONCORD.
