Description

Lime Drying Bed and Stockpile Area Project. The Project is located north of Vermillion, South Dakota at the Lewis & Clark Water Treatment Plant (31474 SD Hwy 19). The Project includes the following Work (quantities are approximate): Base Bid (Beds #5 & #6) consisting of: 460,000 CY of excavation and embankment and 39,000 CY of clay liner. 12,000 tons of base course and gravel surfacing. 19,000 SY of geotextile fabric. Piping (including valves, fittings, and appurtenances) consisting of 160 LF of 12" C900 PVC gravity pipe, 3,000 LF of 10" C900 PVC force main pipe, 3,000 LF of 6" fiberglass pipe, 5,800 LF of drain tile/French drain, and 2,800 LF of 18" RCP culvert. Concrete cast-in-place decant structures and spillways. Duplex lift station, valve vault and appurtenances. The Work includes all electrical and mechanical equipment and systems, all piping, fittings, pumps, motors, meters, gauges, valves, and appurtenances, and telemetry & control systems. Fencing, topsoil placement, reclamation, seeding, clean-up, and all other miscellaneous work required, not herein mentioned, but inferred from the construction Contract Documents. Bid Alternate No. 1 (Bed #4) consisting of: 130,000 CY of excavation and embankment and 19,000 CY of clay liner. 3,000 tons of base course and gravel surfacing. 4,500 SY of geotextile fabric. Piping including valves, fittings, and appurtenances consisting of 460 LF of 12" C900 PVC gravity pipe, 230 LF of 6" fiberglass pipe, and 930 LF of drain tile. Concrete cast-in-place decant structure and spillway. Topsoil placement, reclamation, seeding, clean-up, and all other miscellaneous work required, not herein mentioned, but inferred from the construction Contract Documents The Issuing Office for the Bidding Documents is Banner Associates, Inc., 409 22nd Ave. South, Brookings, SD 57006; phone (605) 692-6342. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am and 5:00 pm and may obtain copies of the Bidding Documents from the Issuing Office Funding for this project comes from a variety of sources, including grants from the Federal Government; grants from the States of South Dakota, Iowa, and Minnesota; and funds from member systems. Specifically, the Base Bid will be paid using federal Bi-partisan Infrastructure Law (BIL) funding. The Bid Alternate will be paid using American Rescue Plan Act (ARPA) funds administered through South Dakota Department of Agriculture & Natural Resources (DANR). Both funding sources call for compliance with Buy America Domestic Procurement Preference and Davis-Bacon Act wage requirements. Additionally, DANR requirements include a DBE Good Faith Effort and Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment law. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Per owner the estimated value range is $ 1 million-$ 20 million.
