Description

Disadvantaged Business Enterprises(DBE) objectives with U.S. EPA. The current negotiated goals for construction related activities are 1.3% of all contractsto MBEs and 1.0% of all contractsto WBEs. This project consists of constructing a water treatment plant and two new water source wells with 1020 feet of new waterline from the new source wells to the new water treatment plant. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than 365 days after the Notice to Proceed. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governors Executive Order of 1972, and Governors Executive Order 84-9 shall be required. Contractor shall also be required to complete and submit the Certification Regarding Debarment, Suspension, and Other Responsibility Matters. Bidders must comply with the Federal Davis-Bacon Prevailing Wage Rates for Washington County. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Portions of the work shall be governed by ODOT and City of Columbus Specifications, latest editions. Domestic steel use requirements as specified in section 153.011 of the Ohio Revised Code apply to this project. Copies of section 153.011 of the Revised Code can be obtained from any of the offices of the department of administrative services. Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions, and the requirement for a performance bond for 100 percent (100%) of the contract price. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof. The Village of Lowell reserves the right to waive any informalities or to reject any or all bids.
