Description

SCOPE. It is the intent of the MDC to obtain formal bids for the purchase and delivery of Hydrofluosilicic Acid (HFS) in bulk shipments, for potable water treatment at the West Hartford Water Treatment Facility (WHWTF) and Reservoir No. 6 Water Treatment Facility (R6WTF). A.02 REQUIREMENTS a. DOCUMENTATION. The MDC will use the documentation requirements to determine if each bidder meets the minimum standards to be considered a responsible bidder. Bidders must submit the following documentation, specified below, with the bid proposal. (1) Safety Data Sheet (SDS); (2) Product Evaluation Report as outlined in Section A.07; (3) A Chemical Transportation Plan as outlined in Section A.08; (4) Emergency contact list for each company involved with the generation, supply and transport of the product to the WHWTF and R6WTF; (5) Itemized list and description of the personal protective equipment required to be worn by delivery personnel while delivering the product(s); (6) A copy of the ANSI/NSF Standard 60 letter of acceptance from an acceptable ANSI accredited certification organization; (7) List of references, as specified in Section A.02f, and; (8) Sample of complete delivery documentation, as specified in Section A.05. b. PRICING. Bidders are to bid firm or fixed prices, FOB Destination, freight/delivery prepaid (successful bidder will bear all freight/delivery costs). c. CERTIFICATION STANDARDS. Product must meet the certification standards specified in Section A.04. d. QUALITY. Product must meet the quality requirements in Section A.06. e. DELIVERY. Product must be meet the requirements specified in Sections A.05 and A.09. f. REFERENCES. REFERENCES. Bidders must provide references with the bid proposal. Bidders must provide documentation of relationships with customers that are receiving the same product specified herein. Bidders must furnish at least three (3) references from customers that the bidder currently supports that are similar in scope, complexity and cost to the requirements of this specification. Contact information for references must include the company name, mailing address, company telephone number, point of contact name, point of contact email address, point of contact phone number (if applicable), and equipment service dates. A.03 SELECTION PROCESS & BASIS OF AWARD. Any contract awarded herein shall be to the lowest, most responsible bidder. In determining the lowest, most responsible bidder, the MDC will review and evaluate bid proposal submittals, bid pricing, bidder references, and product quality from point of manufacture to arrival of the product to the WHWTF and R6WTF. DELIVERY DOCUMENTATION REQUIREMENTS a. At a minimum, the following are required with every product delivery to the WHWTF and R6WTF: (1) Bill of Lading, and (2) Certificate of Analysis. (3) SDS b. Delivery documentation shall state the following: (1) The container identification number; (2) The DOT UN# from the container; (3) The chemical name from the container, and; (4) The identification number of the tank truck used for transporting the chemical to the WHWTF and R6WTF. PRODUCT EVALUATION/COMPOSITION a. HFS as 100% concentration H2SiF6; b. The fluorosilicic acid shall have a concentration of not less than 23% by weight. c. The fluorosilicic acid shall contain a maximum of 1% hydrofluoric acid. d. The fluorosilicic acid shall be free of visible suspended matter. e. It shall be water white to straw yellow in color with a pungent odor. Delivery Locations: (1) MDC West Hartford Treatment Facility (WHWTF) 1420 Farmington Avenue Route 4 West Hartford, CT 06107 (2) MDC Reservoir No. 6 Water Treatment Facility (R6WTF) 2900 Albany Ave (Route 44) West Hartford, CT 06117 PRODUCT QUANTITIES a. Estimated annual quantities in 2023 and 2024 are as follows: (1) WHWTF - 64,000 gallons [twelve (12) months] (2) R6WTF - 20,000 gallons [twelve (12) months] b. The MDC shall pay for HFS on a per gallon basis utilizing the following computation: Weight of product delivered to facility (lbs) = Volume of product delivered (specific gravity) x (8.34 lbs/gallons) to MDC Facility (gallons) Weight shall be as provided from weight ticket. Specific gravity shall be that as provided on the certificate of analysis for that particular load. CORRESPONDENCES.
