Description

As of August 22, 2022, the project has not yet been awarded. A timeline for award not yet been established. For the construction of a new reinforced concrete retaining wall, which shall include, but is not limited to, partial demolition of existing concrete wall, brow ditch, and CMU wall; excavation and rock removal; extension of the existing brow ditch; and storm drain improvements. All questions relative to this project prior to the opening of bids shall be directed to Lucas Pereira, lpereira@vwd.org, with a cc to Alison Fretwell, afretwell@vwd.org. Deadline for questions shall be at 5:00 p.m. on July 28, 2022. Because of the time necessary to notify bidders, no addenda will be issued within 3 working days of the date set for the opening of bids. The location of the work is at the District Meadowlark Water Reclamation Facility located at 7941 Corintia St, Carlsbad, CA 92009. All work under this Contract shall be completed within Seventy (70) calendar days from the date noted in the NOTICE TO PROCEED. Please take notice that while the District will receive closed bids, the District, as a County Water District organized pursuant to Water Code Sections 30000 et seq., reserves the right to award a contract to an entity other than the lowest responsive and responsible bidder, if determined to be in the best interest of the District. At the above-stated date and time, said proposals will be opened virtually and read aloud. Bidders will be sent a Microsoft Teams link to watch the bid opening. This project consists of essential work and will therefore proceed unless appropriate governmental authorities order the work to cease. By submitting a Bid for this work, Bidder agrees to proceed with the work as proposed and to execute the contract in the form provided. Any conditions, caveats, or force majeure notices submitted with Bidder's bid will not be accepted and may result in a determination that the bid is non-responsive. Any such conditions, caveats, or notices submitted after award may result in the forfeiture of Bidder's bid security and award to the next lowest bidder. Bidders shall comply with the requirements provided in the section titled, "COVID-19 Safety Measures," of the Special Provisions. The costs of adhering to and complying with such requirements, and any future updates thereto, shall be included in the Bidders' bid amount. Key prevention practices include, but are not limited to, physical distancing, face coverings, frequent handwashing, regular cleaning and disinfection, and training employees on preventing the spread of COVID-19. Each bid shall be submitted on the Bid Form furnished as part of the Bid Documents and must state the Contractor's applicable license classification, license number, license expiration date, name of license holder, and relationship to bidder. USE THE SEPARATE BID DOCUMENTS PROVIDED FOR SUBMITTAL OF BID. Each bid shall be submitted in a sealed envelope plainly marked on the outside, "SEALED BID FOR MEADOWLARK WRF BATTERY ENERGY STORAGE SYSTEM RETAINING WALL - DO NOT OPEN WITH REGULAR MAIL" and delivered to District personnel, Engineering Department, at 201 Vallecitos de Oro, San Marcos, California 92069 on or before the day and hour set for the opening of bids. Bids not marked as being received by District personnel on or before the day and hour of bid opening will be rejected. It is the responsibility of the bidder to ensure that the bid is received by District personnel on or before the day and hour of bid opening. Each bid must be accompanied by a Bid Bond in an amount not less than 10 percent of the amount of the bid, in the form of cash, a cashier's check, a certified check, or a bidder's bond executed by an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120), and made payable to the order of or for the benefit of the District. Said cash, check, or bond shall be given as guarantee that the bidder will enter into a Contract with the District and furnish the required payment and performance bonds and insurance certificates and endorsements if awarded the Work, and will be declared forfeited if the bidder refuses to timely enter into said Contract or furnish the required bonds or insurance certificates and endorsements if his bid is accepted. The Bid Bond of unsuccessful bidders will be returned by the District no later than 60 calendar days following the date of award of contract. Bidders shall have a minimum of five (5) years' experience performing the type of work required by the Contract Documents. Where the bidder is a corporation or partnership, the entity must demonstrate at least five (5) years of successful experience with the type of work required by the Contract Documents. Bidders failing to demonstrate this experience may be rejected as nonresponsive at the option of the District. Under the provisions of the California Public Works Apprenticeship Standards, sections 1777.5, 1777.6, and 1777.7 of the Labor Code, a copy of the "Extract of Public Works Contract Award" has been included. This document will be filed by the District with the California Department of Industrial Relations at the time of the award of the Contract.
