Description

The National Renewable Energy Laboratory (NREL) is a national laboratory owned by the U.S. Department of Energy (DOE). NREL is the only federal laboratory dedicated to research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. NREL is managed and operated for DOE's Office of Energy Efficiency and Renewable Energy by The Alliance for Sustainable Energy (Alliance), the "M&O Contractor." The Alliance for Sustainable Energy, LLC (hereafter referred to as "NREL") in its capacity as the M&O contractor for the DOE facility does not self-perform any work identified as "Construction Wage Rate Requirements" formerly known as the Davis-Bacon Act. NREL requires subcontracts for on-site construction services required to support NRELs mission, research operations and continued facility functionality. WORK ORDER AGREEMENT REQUIREMENT Minor Construction: projects estimated to be between $2,000 and $100,000 largely procured through a Work Ordering Agreement (WOA) (predominantly performed by small businesses). The objective of this WOA is to provide a method to complete small construction projects for DOE facilities in the form of individual work order awards that range in price from $2,000 to $100,000 per project. The small construction projects employ various construction disciplines to be completed in an efficient and cost-effective manner. The successful Subcontractor shall provide minor construction services that may include: Construction involving electrical systems. Construction involving mechanical systems. Construction involving plumbing systems. Construction involving heating ventilation and air conditioning. Construction involving architectural systems (finishing, furnishing, openings, thermal and moisture protection). Construction involving fire detection and suppression systems. Construction involving site and exterior work (earthwork, concrete, masonry). Construction involving repair/replacement/installation of specialty equipment. Construction support for low voltage installations done by others (conduit, cable trays, etc.). Ancillary support for utility locates, wall penetrations, etc., to support the items listed above. Cost estimating and scheduling. Construction involving structural and roof work. Safety improvements. The Work Ordering Agreement is a direct subcontract with the successful offeror. As such, the work orders are considered non-competitive once the Subcontract WOA is executed. This WOA functions similarly to an Indefinite Delivery Indefinite Quantity (IDIQ) subcontract.
