Description

The City of Pueblo is requesting information from Manufacturers currently producing and Contractors with experience installing 60" and 66" Ultra violet (UV) cured-in-place pipe (CIPP) liner. This Request for Information (RFI) seeks to gain insight into the availability of the product and contractors with experience working with this size of liner. In general, the City of Pueblo Wastewater Department anticipates that the final project will consist of lining a total of 2,963 linear feet of 60 inch sanitary sewer main with lengths of approximately 617, 568, 599, 597 and 582 linear feet and lining a total of 318 linear feet of 66 inch sanitary sewer main with lengths of approximately 116 and 194 linear feet. The liners must be one piece from manhole to manhole and be cured with UV light. The Manufacturers will be required to provide independent lab testing with results for thickness and strength at the time the Request for Qualification is solicited. Work on the final project will also include rehabilitating seven manholes and two concrete vaults consisting of 89 vertical feet of calcium aluminate and Raven405 epoxy coating for manholes and 3,214 square feet of calcium aluminate and Raven405 epoxy coating for the vaults. Alternate epoxy coatings will not be accepted. No award shall be made from this RFI. Information submitted by any Manufacturer or Contractor will be done so voluntarily and with the understanding that a formal Request for Qualifications, Request for Proposal, or Invitation for Bid may or may not be issued as a result of this RFI. All solicitation documents are posted on the City's Purchasing Department website and on Rocky Mountain EPurchasing System. Any changes or revisions to our published solicitation documents will be through written addendum posted on both of these websites. It is entirely the Responder's responsibility to check these websites for any Addenda that may be available. All questions or inquiries must be submitted to the Purchasing Department by email to bidinfo@pueblo.us no later than 4:00 PM (MT) on August 10, 2022, and must include the Bid Number on the subject line. Vendors shall inform themselves of the requirements of the project's scope of work before submitting their response. No allowances shall be made by reason of any matter or thing concerning which they might not have been fully informed prior to the response deadline All Responses, including inquiries, correspondence, attachments, supplementary materials, addenda, etc. shall become the property of the City and will not be returned to the Responder. Each response shall be open to public inspection, except to the extent the Responder designates trade secrets, or other proprietary data to be confidential. Material so designated shall accompany the proposal and each page shall be clearly marked and readily separable from the proposal in order to facilitate public inspection of the non-confidential portion of the response. The City shall endeavor to restrict distribution of the material designated as confidential to only those individuals involved in the review and analysis of the responses. Proposers are cautioned that materials designated confidential may nevertheless be subject to disclosure to any citizen under the Colorado Open Records Act (CORA), 24-72-201 to 24-72-309, C.R.S. Responses that are copyrighted or marked "CONFIDENTIAL" in their entirety will be rejected and will not be considered. Responder acknowledges that as of the solicitation submittal date, neither the Responder, nor any subcontractor(s), is (a) debarred, suspended, or subject to any proceeding for debarment or suspension with a final determination still pending; declared ineligible or voluntarily excluded (as such terms are defined in any of the Debarment Regulations) from participating in procurement or non-procurement transactions with any Federal, State, or City government department or agency pursuant to any of the Debarment Regulations, or (b) indicted, convicted or had a Judgment rendered against the Responder, or its subcontractor(s) for any of the offenses listed in any of the Federal, State, or City's Debarment Regulations and no event has occurred and no condition exists that is likely to result in the debarment or suspension of the Responder, or its subcontractor(s), from contracting with the City of Pueblo, Federal or State government, or any agency or instrumentality thereof. All costs related to the preparation of a response and any related activities are the sole responsibility of the Responder. The City assumes no liability for any costs incurred by Responders throughout the RFI process or should the project be cancelled. Issuance of this RFI does not commit the City of Pueblo to award a contract or issue any further solicitation. The City reserves the right to reject any and all responsesfor any or all items covered in this RFI, to waive informalities or defects in the RFI responses or to accept any response as it shall deem to be in the best interest of the City. The City of Pueblo reserves the right to reject any or all responses and to re-advertise should the need arise. All responses will become property of the City.
