Description

As of January 5, 2023, the project has not been awarded. The project is not expected to be awarded prior to the first week of February, 2023. The recipient of electronically distributed bid documents shall provide written/email confirmation to EngineeringBids@twp.montgomery.nj.us indicating successful receipt of the documents. The documents provided herein shall be used only by the person to whom it is issued. The recipient shall not copy, reproduce, or distribute documents in any way. Please be advised that all potential bidders shall contact the Montgomery Township Engineering Department to provide the necessary bidder contact information. This contact information is necessary to ensure that any prospective bidder will be notified of any addenda, amendments, cancellations, postponements, and/or clarifications to the Contract Documents. The Township of Montgomery will not be responsible for any prospective bidder not receiving the correct or updated information if they do not provide their contact information. The Township will not be responsible for any claims, damages, loss, expense, damage, or otherwise arising from obtaining information or documents from entities other than Montgomery Township. The Township of Montgomery is accepting bids for the Stage II Wastewater Treatment Plant Flood Protection Project. This project includes construction of a perimeter flood wall, effluent pump station, storm water collection system and pump station, process aeration system improvements, rehabilitation of the final clarifiers, new effluent disc filters, new ultraviolet disinfection units, new post aeration system, new sludge storage tank, replacement of the pre-engineered metal Filter Building, cured-in-place-pipelining of the 12-inch outfall, new SCADA system, electrical system improvements, paving and miscellaneous site improvements, and all appurtenant work required by the Contract Documents. Bid Security in the amount of ten percent (10%) of the bid or $20,000.00, whichever is less, must accompany each Bid in accordance with the Instructions to Bidders. All applicable surety bonds required in connection with the advertisement and award of the contract shall be written by a surety company authorized to do business in the State of New Jersey and listed on the current U.S. Department of the Treasury Circular 570. This project will be funded in part by the New Jersey Environmental Infrastructure Financing Programs and the successful bidder must comply with the provisions of N.J.A.C. 7:22-9 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged (SED) individuals. A goal of ten (10) percent for SED participation has been set for this project. The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SED utilization requirements. This contract will be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract and any subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24 the contractor and when applicable, their subcontractor(s) shall comply with all of the provisions of N.J.A.C. 7:22-9. This contact information is necessary to ensure that any prospective bidder will be notified of any addenda, amendments, cancellations, postponements, and/or clarifications to the Contract Documents in accordance with N.J.S.A 40A:11-23c. The Township of Montgomery will not be responsible for any prospective bidder not receiving the correct or updated information if they do not provide their contact information. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Please be advised that prior to contract award, the successful bidder shall be required to provide certification that they are not engaged in prohibited activities in Russia or Belarus pursuant to P.L. 2022, c.3. Any proposal that does not contain all of the mandatory required items pursuant to N.J.S.A. 40A:11-23.2 shall be deemed to have a fatal defect and shall render the proposal unresponsive.
