Delivery: 11/25/2022 Delivery Location Code: 0009060134 NPS, Antietam NB 302 East Main St P.O. Box 158 Sharpsburg MD 21782-0158 US FOB: Destination Period of Performance: 09/12/2022 to 11/25/2022 Quantities: These quantities denote one complete unit of work as required by or described in the contract including necessary materials, equipment, and labor to complete the job. They will not be measured. FAR 36.204 Disclosure of the magnitude of construction projects The Government's estimate is: Between $25,000 and $100,000. GENERAL Antietam National Battlefield (ANTI), in Sharpsburg, MD seeks a contractor with a minimum of 5 years of industry experience in fence construction, to remove Virginia Worm Fencing, High Tensile Agricultural Fencing, Split Rail 5 Rail Fencing System and Woven Wire Fencing as well as install new Woven Wire Fencing on the Piper Farm. Contracted services for this requirement include removal and proper disposal of removed fencing materials, turf restoration at previous Virginia Worm Rail fence lines, and erecting new Woven Wire Fences and support structures per contract proposed outcome maps and Woven Wire Fence Specifications drawing. Proposed areas include Richardson Avenue, Route 34, and Piper Lane. In addition, Piper Buffer area shall be bid as an option on this contract. Performance on this requirement will take place September 12, 2022, through January 31, 2023. It is strongly recommended that the contractor's visit and inspect the site to verify all estimated quantities, and existing conditions provided by the Government and to observe the complexities of conducting fencing construction activities on a historic landscape with sloping topography, tree lines, occupied roadways, current agricultural operations, and rock outcroppings. No geotechnical report will be provided with solicitation. Quotes will be broken down by area using a Government provided bid schedule, which will provide unit pricing and lump sum totals for all locations. For this requirement safety, consultation, communication, and teamwork is critical. Please quote accordingly. 2.0 PURPOSE As defined by the park's Foundation Document, "The purpose of Antietam National Battlefield is to preserve, protect, restore, and interpret for the benefit of the public the resources associated with the Battle of Antietam and its legacy". Interpretive Trails and Agricultural Operations are critical to operations that preserve and interpret Antietam's 1862 Battlefield Landscape. Adequate fencing is pivotal to protecting the public and controlling access to areas historically and currently involved in production agriculture. The fence lines in this project are either in need of repair or are being established to allow greater visitor experience by forming a trail through a historically significant portion on the battlefield. 3.0 TASKS The contractor shall: 3.1 Provide all labor, supervision, materials, tools, supplies, transportation, license, certificates, permits, personal protection equipment, professional services, and equipment incidental to and necessary to provide removal and disposal of various types of existing fencing systems(Virginia Worm Rail, Split Rail 5 Rail, High Tensile Agricultural, Woven Wire Agricultural) , turf restoration where specified, and Woven Wire Agricultural Fence construction based on the attached maps for Richardson Ave, Route 34 and Piper Lane areas at Piper Farm located on Antietam National Battlefield, near Sharpsburg MD. Also, Piper Buffer Area at Piper Farm shall be an option under this contract. Location Specifics * Note all quantities are approximates, contractors shall be responsible for verifying quantities for bidding purposes (Reference 52.211-18 VARIATION IN ESTIMATED QUANTITY (APR 1984). Contractor shall bid accordingly for actual work described on each structure. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All questions shall be addressed in writing to the Contract Specialist.
