Construction of a new Filter Complex. 2. Performing site work around the Filter Complex and miscellaneous work at the Elm Fork Water Treatment Plant Site. Improvements at the site will include grading to manage storm water flow, temporary paving of accessroads around the proposed facilities (all paving at the site will be asphalt), and adding electrical infrastructure to support the new facilities.
