Description | The work includes: The installation of a new Traffic Control Signal and pedestrian signal equipment, construction of new ADA compliant sidewalk ramps, removal of existing pavement markings, and installation of new pavement markings and all other associated work as shown on the contract drawings and documents. The contractor shall make note of the schedule requirements presented in the contract documents. The contractor shall have 90 calendar days to complete the work. Final completion of the work shall be by June 30, 2024. The Issuing Office is the City of Westbrook City Hall, 2 York Street, Westbrook, ME 04092, ATTN: City Clerk's Office. Electronic (PDF) copies of the Contract Documents may be obtained by contacting Katherine Kelley at kkelley@westbrook.me.us or (207) 854-0660 ext. 3012. To be considered a responsive Bidder, the Contractor shall have obtained one set of plans and specifications electronically (PDF format) from the City. The Bid will not be awarded to the Bidder unless a record for obtaining documents from the City exists. A Pre-Bid Conference will not be held for this project. All questions shall be directed, in writing, to Katherine Kelley at kkelley@westbrook.me.us at least three (3) business days before the bid opening date. Questions received after this time will not be addressed. Responses from the City that substantially alter this RFP will be issued in the form of a written addendum to all those that have expressed interest in the project. Oral explanations or interpretations given before the award of contract will not be binding. A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidder's maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner. A completed Bid Form, Bid Security, Experience and Qualifications Statement with verification of bonding capacity and other attachments identified in the instructions must be submitted with the Bid. Within five days after the receipt of bids, the apparent low responsive bidder shall deliver to the Engineer and Owner for review and acceptance the listing of subcontractors, suppliers or entities for the work listed in Supplementary Condition SC-7.06. The successful bidder must furnish within 10 calendar days after the Notice of Award the required number of copies of the signed Agreement, 100% Performance Bond, 100% Payment Bond, Insurance Policy and begin execution of this contract within 10 calendar days following the Notice to Proceed. The General Contractor shall be responsible for the full amount the 100% Performance Bond and the 100% Payment Bonds. Combining bonds of subcontractors is not acceptable. |
