The County reserves the right to waive any irregularity or informality or to reject any or all bids. The sealed proposal of each bidder shall be accompanied by a Non-Collusion Affidavit, Business Relationship Affidavit, Bid Support Questionnaire (required whether prequalified by the City or the Oklahoma Department of Transportation or not) and a Certified or Cashier's Check or Bidder's Surety Bond in the sum of five percent (5%) of the amount of the bid to be retained as liquidated damages in the event the successful bidder fails, neglects, or refuses to enter into said contract for the construction of said public improvements for said project, and furnish the necessary bonds within ten (10) working days from and after the date the award is made. Bids received more than ninety-six hours, excluding Saturdays, Sundays and holidays, before the time set for opening of bids, as well as bids received after the time set for opening of bids, will not be considered and will be returned unopened. No bidder may withdraw its bid within thirty (30) days after the actual date of the opening
