Description | **As of October 2, 2023, this project has not yet been awarded. Award is anticipated April of 2024. A. The City of Denison ( City ) intends to construct a new membrane treatment train to expand capacity for the existing Dean Rylant Water Treatment Plant. The Dean Rylant Water Treatment Plant Expansion Project Phase 1A ( Project ) includes a flow splitting vault, preoxidation basin, rapid mix vault, membrane feed pumps and strainers, membrane treatment system, membrane clean-in-place (CIP) system, chemical feed equipment, break tank, a third clearwell, and a new high-service pump station. B. The City requests proposals from Microfiltration/Ultrafiltration Membrane Equipment Package Suppliers (hereinafter called Offeror or EPS ) to participate in a selection process conducted by the City for equipment to be provided by the General Contractor during the Project. The City intends to base the design of the project on the equipment to be supplied by the selected EPS. The requirements of this Request for Proposals ( RFP ) and the proposal provided by the selected Offeror, including the Cost Proposal, will be incorporated into the Contract Documents for the Project and the General Contractor will be required to provide equipment based on those Contract Documents. C. The Proposals will be thoroughly reviewed, and the equipment will be selected based on the qualifications of the Offeror and their proposed equipment, Offeror s experience, product quality, references and installations, capacity to provide service, availability of parts and service, conformance with technical and performance specifications, and cost analysis. B. Each Proposal and supporting documentation must be in a sealed envelope or container clearly labeled in the lower left-hand corner RFP U92, Selection of MF/UF Membrane Equipment Package for the Dean Rylant Water Treatment Plant and include the closing date and time. C. Each Offeror must provide a Cost Proposal in a separate, sealed envelope within the Proposal. The envelope containing the Cost Proposal shall be labeled RFP U92, Selection of MF/UF Membrane Equipment Package for the Dean Rylant Water Treatment Plant Cost Proposal". E. Offerors are responsible for making certain any Proposal is delivered to the City Clerk at the address provided above. Mailing of a Proposal DOES NOT ensure that the Proposal will be delivered on-time or delivered at all. If Offeror does not hand deliver Proposal, it is suggested that the Offeror use a delivery service that provides a delivery receipt. The City assumes no responsibility for errant delivery of Proposals, including those relegated to a courier agent who fails to deliver in accordance with the time and receiving point specified. F. Proposals will be accepted in person, by United States Mail, by United Parcel Service, by Federal Express, or by private courier service. No Proposal will be accepted by oral communication, telephone, electronic mail, telegraphic transmission, or telefacsimile transmission. THE CITY WILL NOT ACCEPT FACSIMILE OR EMAIL PROPOSALS. G. Proposals may be withdrawn prior to the above scheduled time set for closing. Alteration made before the RFP closing date and time must be initiated by Offeror to guarantee authenticity. H. The City reserves the right to postpone the date and time for accepting Proposals through an addendum. A. By submitting a Proposal, the Offeror certifies they are duly qualified, capable, and an otherwise bondable business entity that is not in receivership or contemplates same, nor has filed for bankruptcy. The Offeror must further certify they are not indebted to the City and do not owe any back taxes to the City. The Offeror warrants they are familiar with all laws, regulations, and customs applicable to the type of business required herein. 1.4 clarification of requirements A. It is the intent and purpose of the City that this RFP permits competitive Proposals. It is the Offeror s responsibility to advise the ENGINEER if any language, requirements, etc., or any combinations thereof, inadvertently restricts or limits the requirements stated in this RFP to a single source. Such notification must be submitted in writing and must be received by the ENGINEER no later than three (3) business days prior to the RFP closing date. A review of such notifications will be made. Notification of EPS Selected to Supply Equipment September 29, 2023 (Tentative) Pilot Study Notice to Proceed (NTP) October 17, 2023 (Tentative) Anticipated General Contractor Selection July 2024 A. There will be no pre-proposal meetings. All requests for additional information or clarification concerning this RFP must be submitted in writing no later than three (3) business days prior to the RFP closing date and submitted via CivCast Final Completion: 6/8/2026 |
