Description

Sealed Bids for the services of a professional licensed and bonded contractor for the Michelbook Lane & 11th Street Restoration ("Project") for the City of McMinnville, a municipal corporation of the State of Oregon acting by and through its Water & Light Commission ("Owner" or "McMinnville Water & Light" or "MW&L"), Bids will be evaluated for compliance with the contract requirements listed herein. Bids shall be delivered to one of the following addresses: Parcel Delivery/Physical address McMinnville Water & Light 855 NE Marsh Lane McMinnville, OR 97128 OR United States Postal Service McMinnville Water & Light P.O. Box 638 McMinnville, OR 97128 In accordance with ORS 279C.375(1) award shall be made to the lowest responsive and responsible bidder. All bids shall be valid for 60 days after bid opening. The work is a public works project subject to ORS 279C.800 to 279C.870 or 40 U.S.C. Section 3141, et seq.; prevailing wage rate of pay does apply to this Project. The awarded Contractor is required to have a Public Works Bond on file with the Oregon CCB before work begins. The Project consists making street and sidewalks restorations at Michelbook Lane and 11th Street in McMinnville, Oregon (caused by a water main break). Contractor will be responsible to furnish all qualified professional personnel, supervision, construction labor, equipment and specified materials for the project. Contractor will be required to remove existing street asphalt, concrete, repair base and install approximately 175 tons of hot mix asphalt, new concrete curb, gutter, sidewalk and driveway. All Work shall be substantially completed by October 31, 2022. There will not be a pre-bid conference for this project. Contractors must be qualified in accordance with the applicable parts of ORS 279C in order to enter into a contract with the Owner for public work in Oregon and shall have a minimum of five years' experience on projects of similar size and complexity to this Work. No bid will be received or considered by the Owner unless the bid form contains, or is accompanied by, a statement by the bidder, as a part of the bid that the provisions required by ORS 279C.838 and 279C.840 pertaining to prevailing wages shall be included in this contract. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this Project. Each bid must contain a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. Bidder shall be registered with the Oregon Construction Contractors Board in accordance with the provisions of ORS 279C.365. Bids shall be submitted on the prescribed forms and must be accompanied by a certified check or bid bond executed in favor of McMinnville Water & Light in the amount of 10% of the amount bid. The successful bidder will be required to furnish the necessary performance and payment bonds for the faithful performance of the contract as prescribed in the Contract Documents. McMinnville Water & Light may reject any Bid not in compliance with the contract provisions and all prescribed Public Contracting procedures and requirements, including the requirement to demonstrate the Bidder's responsibility under ORS 279C.375(3)(b), and may reject for good cause all Bids after finding that doing so is in the public interest. MW&L also reserves the right to waive informalities in a bid submission if in best interest of McMinnville Water & Light.
