Description

Provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to complete the work as described in the attached Statement of Work (SOW). All quotes are due NLT 2:00 PM Eastern 09 September 2022. Award will be made based on lowest price. Wage Determination General Decision Number NY20220026 dated 05 Aug 2022. Magnitude of thie project is Less than $25,000. POP 01-SEP-2022 TO 31-OCT-2022 SCOPE OF WORK: The contractor shall provide all labor, personnel, equipment, tools, materials, supervision, transportation, quality control, and other items and services necessary to complete the work as described in this Statement of Work (SOW) to provide a fully-functioning, temporary secure working area. All labor and material cost shall be itemized and separated from Overhead and profit AREA OF WORK: Work location is the 174th Attack Wing (174 ATKW), 6001 East Molloy Road, Syracuse, New York 13211 on Hancock Field Air National Guard Base. Contractor shall work only in the areas designated by the Contracting Officer and the Contracting Officer Representative (COR). DESCRIPTION OF WORK: Building 648, Room#109 and Room 121 3.1. All construction and material will meet Instruction DOD 5200-1. Equipment will be submitted before purchase on AF Form 3000 for approval. 3.2. Install new doors, one metal interior double door 6'x7' and one metal exterior single door 3'x 6' 6" with all new seals and new thresholds to seal air gaps. Spray foam all Insulating gaps between structural steel to reduce sound insulation. 3.3. Demolish and remove existing hood system and insulate opening to prevent sound transmission from the rooftop. 3.4. Install window blinds 54 1/4 " x 54 1/4 " for visual barrier on windows. 3.5. Fill all existing holes in the block walls with the exception of an existing cable tray. Future CAT VI and fiber cable run through the existing cable tray. PERIOD OF PERFORMANCE: Work must be completed in 60 calendar days after the notice to proceed (NTP) to support the duties of 174 ATKW personnel and safety of the mission. MATERIALS & EQUIPMENT: 5.1. If used in this SOW, the term 'provide' shall mean to furnish and install. 5.2. Construction materials must meet relevant code specifications and the New York State building code for northern construction. 5.3. SUBMITTALS: The contractor shall provide the KO with a material schedule within 10 calendar days of the NTP. Materials schedule shall indicate when each material submittal shall be submitted for approval. 5.3.1. Use an AF Form 3000 for transmitting material submittals. 5.3.2. Ensure that any disapproved submittal will not impact the approved project execution schedule, as a disapproved submittal shall not be considered grounds for a time extension. 5.3.3. Allow for a minimum of 5 working days for the Government's processing of submittals. 5.3.4. Safety Data Sheets (SDS) shall be included in material submittals. 5.3.5. The contractor shall not order, deliver, nor install any materials and/or equipment without KO's approval or remove any materials on site that have not been properly approved. 5.3.6. In addition to model and serial numbers, the contractor shall provide 1 hard copy of the operations & maintenance (O&M) manual for each installed equipment item unless otherwise specified. Final payment (up to 10% of awarded amount) will be withheld until O&M manuals are received by the COR.
