Water Main Relocation on S.R. 16 at Flint River Bridge

The Owner of the project is the Spalding County Water & Sewerage Facilities Authority. The ENGINEER for the project is Paragon Consulting Group, Inc. The approximate extent and character of the Work is generally described as follows: Installation of approximately 4,700 linear feet of 12-inch PVC water main, approximately 105 linear feet of 8-inch PVC water main, and related appurtenances. Also included in the project are a 200 linear foot directional bore of 18-inch HDPE pipe, jack and bore of approximately 128 linear feet of 24-inch steel casing, and jack and bore of approximately 93 linear feet of 14-inch steel casing. Contractor questions regarding the bid should be directed to Jason Graham via email at jgraham@pcgeng.com. All questions must be submitted in writing. The last day for contractor questions is Wednesday, January 18, 2023 at 12:00 PM. Contractor shall mobilize on-site and begin construction within two (2) weeks after issuance of Notice to Proceed. Contractor shall assume by the time the project is awarded and NTP issued that GDOT bridge project P.I. NO. 0013928 will be under construction. Each Bid must be accompanied by a Bid Bond completed on the attached Bid Bond Form with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five (5%) of the total amount payable by the terms of the contract, in lieu thereof, in the form of a certified check, cashier's check, or cash in equal amount. Performance and Payment Bonds, each in an amount at least equal to 110 percent of the contract amount, and a Certification of Insurance will be required. A Certification of Insurance will be required from the low bidder prior to award of the Contract. All Bids will remain subject to acceptance for ninety days after the day of the Bid opening, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date. The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise. NOTICE TO BIDDERS: TITLE VI OF THE CIVIL RIGHTS ACT OF 1964, AS APPLIED THROUGH THE CIVIL RIGHTS RESTORATION ACT OF 1987 - The SPALDING COUNTY WATER & SEWERAGE FACILITIES AUTHORITY, in accordance with Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d to 2000d-4, as amended by The Civil Rights Restoration Act of 1987, hereby notifies all bidders that no person shall on the grounds of race, color, national origin, sex, age, and handicap/disability, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity conducted by the recipient regardless of whether those programs, services, and activities are federally-funded or not. The time allowed for Substantial Completion is 90 days, and the time allowed for completion and readiness for final payment is 120 days from the date of commencement.
