Description | The Office of Facilities Management of the University of Pittsburgh is seeking qualified Contractors to bid on selected packages of work for the renovation of Hillman Library, Phase 4, DGS Project No. 1103-67, Pitt Job No. X7175. Hillman Library Phase 4 Renovations represents the final phase of the library s transformation to a 21 st century academic library. The Project is a complex and comprehensive scope of work to be executed with care in an occupied building. Moving sequentially down through the building, the first phase installed a new infrastructure backbone to which each subsequent phase has plugged into; Phase 1 on Fourth Floor, Phase 2 on Third Floor and Phase 3 currently under construction on First and Second Floors, as they are open to each other with a double height space. The main portion of the final phase of the project consists of renovating the entire Ground Floor (approximately 70,000 sf), including but not limited to new finishes and furniture and reconfigurations to support new library programs and services; mechanical system upgrades; abatement of asbestos fireproofing; new efficient building lighting systems; distribution of power and wireless signal; replacement of all single-pane windows. In addition to the existing spaces, a three-story entry volume will be added to the northwest corner of the building, providing a grand entrance space on campus, handicapped access to the facility and a new monumental stair connecting the Ground Floor to First and Second Floors. Since the entry volume ties into the existing building, there will be work on all floors both interior and exterior with rooftop plaza access on Third Floor, addition of window bays on each floor and cleaning of the existing stone. To wrap up enclosure scope of work, the south and east portions of the exterior First Floor Terrace will be renovated and replaced in its entirety as well as the multi leveled roof of fourth floor and penthouse. For interiors, the core will be renovated on every public floor (Ground through Fourth) as existing toilet rooms are combined into new Women s Room, and Men s Room and single use restrooms are added to each floor. A new Elevator connecting all floors of the facility (Basement to Penthouse) will also be added as well as interior finishes and systems distribution in isolated areas of the previously renovated floors. There will also be custom wood fin panels to be installed in double height space on First Floor and surround at reception desk on Ground Floor. The scope of the packages of work and the estimated values are as follows: General Construction: $30,000,000 - $36,000,000; HVAC Construction including controls: $6,600,000 - $7,000,000; Plumbing & Fire Protection Construction: $2,000,000 - $2,500,000; Electrical Construction: $3,500,000 - $4,200,000 Contractors who wish to be considered for bidding the project must submit a Predetermination of Responsibility Form (PDR) for review and pre-qualification. Contractors will be pre-qualified to bid based on the following criteria: 1) Insurance and Bonding B+ or higher rating in Bests Key Rating Guide or Federal Treasury Regulations; 2) Experience Modifier Rate (EMR) less than 1.00; 3) Experience with classroom and commercial office towers of size and complexity similar to the project; 4) Previous experience working on DGS funded projects where Pennsylvania Prevailing Wage Act and Public Works Employment Verification Act apply; 5) Bonding capacity exceeding the estimated cost of construction; 6) Scheduling capabilities and experience, availability of equipment, supervision, manpower and; 7) Claims history for past 5 years; 8) Compliance with Small Diverse Business Participation goals and Equal Employment Opportunity Requirements.
