Description

New Castle County is seeking unpriced proposals for Construction Management- Agency services including programming, design, and construction administration services for a new library in New Castle County. This library will replace the existing Newark Library upon demolition and is currently planned to be constructed on a portion of Tax Parcel Numbers 18- 021.00-174, 18-021.00-175, and 18-021.00-176 located at 750 Library Avenue, Newark, Delaware 19711. Questions Due to robin.allen@newcastlede.gov 1/20/23 Oral/Virtual Presentations for Short List of Top Candidates 2/23/23 Bid/Contract Awarded No Later Than (*) 3/15/23 New Castle County is requesting proposals from firms who can adequately demonstrate they have the resources, experience, and qualifications to provide Construction ManagementAgency (CMa) services for the Newark Library Project. To get a sense of future expectations if you are chosen, the overall project will be executed in four phases as described in more detail on a separate Scope of Services document which outlines detailed responsibilities of the CMa. The first three phases (Programming, Design, and Bidding) take the project through completion of design and bidding and are scheduled to be completed by September 1, 2024. Services for all four phases include performance of Construction Management services from conceptual design to completion of construction close-out. The tentative completion deadline for move-in for the library is June 1, 2026. The CMa will work in close conjunction with the respective Architects/Engineers and NCC to manage the construction-related aspects of the project, as well as the NCC Purchasing Department and community groups to facilitate increasing community and minority involvement during construction. Key involvement shall include participation with Programming, Schematic Design, Design Development, Construction Documents, Bidding, and the Construction Administration phases of the project. The CMa will develop a Diversity Plan including job fairs, advertisement, bidding approach, etc. to increase MBE, DBE, and WBE involvement on the project. We would like to hear what your plans are for a Diversity Plan, and we will ask for a more in-depth overview during the Interview/Presentation process. NCC expects the CMa to join together with the project team to create a smoothly run project that will serve the public for many years. All parties involved will be held accountable for quality and timeliness. Open communications and commitment to a team approach are essential. The CMa will be held responsible for assuring that the construction documents are adhered to and that accurate project progress records are maintained. It is essential the CMa develop bid documents that integrate NCC Purchasing standards to accomplish workforce diversity goals.
