Water Quality and Resilience Improvement Project

Project No- PW\DEN003\EGXM4100 RFB 2023-03 is a solicitation for bids for all labor, materials, services, expenses, equipment, direct and indirect costs, lump sum price, to provide a new raw water well, treatment facilities and Operations Building for the City of Alachua Well Field as described in the identified Final Design Documents (Work, Technical Specifications and Drawings). 1. Task 1: The new raw water well, GST Well No. 1, was designed by Jacobs Engineering Group. The Work to define drilling the new well is specified in Jacobs Specifications, Volume 1 of 4. Refer to the following Specification sections: a. Section 33 21 00, Well Construction General Requirements. b. Section 33 21 12.01, Well Drilling Mobilization and Cleanup. c. Section 33 21 13, Water Wells. d. Section 33 21 13.01, Well Pumping Test. e. Section 33 21 13.02, Well Video Inspection. f. Section 33 21 13.03, Geophysical Logging of Wells. 2. Task 2: The water treatment plant including, wellhead, chemical feed facilities, contact tank, residual analyzers, site civil, yard piping, and yard electrical were designed by Jacobs Engineering Group. The Drawings and Specifications that describe these items can be found in Jacobs Specifications, Volume 1 of 4, and Drawings, Volume 3 of 4. 3. Task 3: The Operations Building was designed by Walker Architects, Inc. The Drawings, technical specifications and standard details for the operations building are bound separately, see Volume 2 of 4 and Volume 4 of 4. Base Bid Work includes the following: 1. Task 1: Construct a new 12-inch diameter raw water well, cased to 220 feet below land surface, entitled Ground Storage Tank (GST) Well No. 1. 2. Task 2: Yard electrical improvements including relocation of an existing underground primary feeder. The primary feeder relocation shall be completed in conjunction with the local utility. 3. Task 2: New electrical gear including a new outdoor rated motor control center and switchboard. 4. Task 2: Site civil and yard piping improvements on the plant site including piping to transmit raw and finish water across the plant site. A 16-inch hot-tap and tie-in with a 12-inch mechanical coupling to the existing potable water piping is included. 5. Task 2: Instrumentation and control equipment including instruments, fiber optic cable, control panels, programable logic controllers, security cameras and SCADA network racks and computers. 6. Task 2: Construct a new wellhead and chemical injection point that includes a 700-gpm submersible pump and static mixer for blending 12.5 percent sodium hypochlorite and 38 percent hydrofluorosilicic acid. 7. Task 2: New chemical storage facility including canopy, high density polyethylene tanks and pump skids for 12.5 percent sodium hypochlorite and 38 percent hydrofluorosilicic acid. 8. Task 2: New welded steel tank to provide contact time to meet Florida Department of Environmental Protection (FDEP) requirements for chlorine residual. 9. Task 2: Install new chlorine and fluoride residual analyzers in an existing room in the GST fire pump building. 10. Task 2: Painting and coating improvements. 11. Task 3: New Operations Building.
