Description

This project provides for the Commission to issue Work Authorizations to the Contractor to perform roadway repairs as the need arises. The contract time period will extend from the date of Notice to Proceed to April 25, 2025 Work may include milling existing deteriorated wearing courses, repairing existing deteriorated binder courses, repairing concrete pavement in interchange areas, repairing shoulders, guide rail work, applying asphalt wearing course overlays to existing and repaired asphalt surfaces, and performing pavement drainage corrections. Major work items may include the following items: Class 1 Excavation Asphalt Pavement Patching, Various Types Superpave Wearing and Binder Courses Milling of Asphalt or Cement Concrete Pavement Surfaces Asphalt Concrete Curb Sealing Existing Asphalt Concrete Curb Sonic Nap Alert Pattern (SNAP) Pavement Markings Rock Armor, Modified Miscellaneous repairs may include other types of drainage or roadway work that are not associated with the items of work being bid. If the need arises for such work, prices to perform the work will be negotiated with the Contractor for each work authorization. Quantities will be determined with each Work Authorization that is issued It is understood that the total maximum cost for this contract, to the Commission, may not exceed the amount of Five Million Dollars ($5,000,000.00). The proposal is published electronically in EBS and is available to registered business partners for downloading and printing. An electronic bid bond, from an approved vendor, with corporate surety, in the amount of One Thousand Dollars ($1,000.00) must be submitted with the proposal as bid security. The bid security of the three (3) low bidders will be retained until the execution of the contract. (The normal time for execution of the contract is approximately four [4] weeks.) A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The Provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract. Any questions for this project must be submitted electronically in EBS by registered business partners. Cost Range: $1,000,000.00 - $5,000,000.00 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
