Jefferson County, Missouri hereby reserves the right to reject any or all proposals or any part of the proposals, to waive informalities in proposals received and to accept the proposal that in its judgment will be in the best interest of Jefferson County, Missouri. The Jefferson County Department of Parks and Recreation is seeking competitive proposals for a Design and Build playground area to be all-inclusive. o Location: 2800 Community Lane, High Ridge, MO 63049 The scope of this project is detailed within this document and Vendors should base their submitted proposal upon this entire document. The completed project shall have a total all in cost in the range of $220,000 - $240,000. o Play area designed for age group three (3) years of age to twelve (12) years of age. o The play area shall have features accessible to individuals with disabilities as defined in Architectural Barriers Act of 1968, PL 90-480, and The Uniform Federal Accessibility Standards (UFAS). o The play area shall have features that are ADA compatible at ground level that will allow individuals with disabilities the opportunity to participate in play activities This section is to give guidance for the preferred design criteria of the play area, which should encompass as many of the following play opportunities as possible. Some of these elements are required: 1. The play area shall have design elements for individuals three (3) to twelve (12) years of age and shall include the following features: a. age-appropriate swings, minimum of four (4) swings/ two (2) bays; one (1) swing shall be appropriate for ages three-four (3-4), required, b. three (3) slides, one (1) must be spiral enclosed slide six (6) foot or more in height, one (1) must be an open slide and one (1) slide must be appropriate for ages three-four (3-4); required. c. multiple climbing areas of different designs. d. adjoining platforms. e. themed to the area; Castle and Tower Themed; required. f. vendors shall design the play area with the appropriate "safe fall zone" as defined by industry standard; required. g. as the site is mostly in a sunny area the structure shall be designed to cast shade over 25% of the play areas between 11am to 2pm during the months of June, July and August; required. Request for Proposal 13 of 20 2. The play-surface is required to meet or exceed the standards as defined in ASTM F 14877-98 and the following: a. The play-surface shall meet current ADA accessibility requirements. b. The play-surface shall be rubberized poured in place (PIP) material. 3. The play-surface "fall zones" are required to meet or exceed industry specifications that comply with Impact Attenuation of Surface Systems as defined in the ASTM F 1292-99. The play-surface fall zone must have a HIC rating of 800 or less at the time of Installation, and: a. the play-surface must be installed as defined by the manufacturer. b. the play-areas must comply with the U.S. Consumer Product Safety Commission (CPSC) 1998 Handbook for Public Playground Safety
