Description | OPWDD's Broome DDSO is looking to obtain bids to: Replace the Deck @ Harding Ave; 29 Harding Ave Binghamton, NY. Selected vendor must abide by the Standard Clauses of New York State Contracts. Selected vendor must provide up to date Certificate of Liability Insurance and up to date NYS Certificate of Workers' Compensation and Disability Insurance, covering the period in which the service will be provided. To be considered for this project, all bids must be submitted on bid forms provided. Any questions or requests for clarification regarding the information provided may be directed to brenda.crumb@opwdd.ny.gov This is a NYS Public Works Project and Prevailing Wages MUST be paid. A New York State Department of Labor Prevailing Wage Request is submitted on behalf of OPWDD as the contracting agency. This project will be assigned an Original Wage Schedule with an assigned Prevailing Rate Case number. DESCRIPTION: Broome DDSOO is seeking a vendor to demo an existing deck and install new. All work shall be completed per the attached stamped drawings and below scope of work. A site visit is required to bid on this project and is outlined at the end of the general requirements. SCOPE OF WORK: 1. Demolish the existing exterior deck and footings and install new deck and footings. 2. All work must be completed according to provided stamped drawings, all applicable codes, industry best standards, and manufacturer's instructions. 3. Job will not be considered complete until the job is verified and accepted by Plant Superintendent of designated supervisor. 4. All work must be warrantied to be free of defects in workmanship for one year after completion of work. 5. Contractor is responsible for removal and disposal of all debris created during project and for cleaning or repairing any part of the facility damaged during work. OPWDD Broome DDSO reserves the right to: o Reject any or all proposals received in response to the IFB/RFP; o Withdraw the IFB/RFP at any time, at the agency's sole discretion; o Make an award under the IFB/RFP in whole or in part;* 14 New York State Procurement Guidelines o Disqualify any bidder whose conduct and/or proposal fails to conform to the requirements of the IFB/RFP; o Seek clarifications and revisions of proposals;* o Use proposal information obtained through site visits, management interviews and the State's investigation of a bidder's qualifications, experience, ability or financial standing, and any material or information submitted by the bidder in response to the agency's request for clarifying information in the course of evaluation and/or selection under the IFB/RFP; o Prior to the bid opening, amend the IFB/RFP specifications to correct errors or oversights, or to supply additional information, as it becomes available; o Prior to the bid opening, direct bidders to submit proposal modifications addressing subsequent IFB/RFP amendments; o Change any of the scheduled dates; o Eliminate any mandatory, non-material specifications that cannot be complied with by all of the prospective bidders; o Waive any requirements that are not material; o Negotiate with the successful bidder within the scope of the IFB/RFP in the best interests of the State; o Conduct contract negotiations with the next responsible bidder, should the agency be unsuccessful in negotiating with the selected bidder; o Utilize any and all ideas submitted in the proposals received; o Unless otherwise specified in the solicitation, every offer is firm and not revocable for a period of 60 days from the bid opening; and, o Require clarification at any time during the procurement process and/or require correction of arithmetic or other apparent errors for the purpose of assuring a full and complete understanding of an offerer's proposal. |
