Description | City of Baraboo Request for Qualifications (RFQ) Licensed Plumber/Utility Contractor to Replace 16 Private Lead Service Lines Funded by WDNR SDWLP Project Scope: The City of Baraboo is seeking the assistance of a qualified, licensed plumber/utility contractor to perform replacement of private lead service lines/laterals (LSLs) for a total of 16 single family residential homes in two locations. The City has been awarded Wisconsin Department of Natural Resources (WDNR) Safe Drinking Water Loan Program (SDWLP) funds to replace the privately-owned portion of LSLs serving single family homes, multifamily buildings, K-12 schools, or licensed infant/children day care facilities The City will contract directly with the plumber and coordinate replacements with residents. Following replacement of an LSL, the plumber is responsible for restoring, or subcontracting restoration, of property affected by replacement to the condition it was in prior to replacement. Project Goal: The goal is to eliminate health hazards associated with private LSLs. For the purposes of the SDWLP program, private lead service line replacement means, "the replacement of the existing lead service line between the curb stop and the water meter within the structure." Eligible costs under the SDWLP might include the cost of excavation, materials, labor, backfill, and restoration. No-dig methods of pipe installation is also considered as a typical cost. Contractors should include all costs associated with replacement of the service including restoration (i.e. grass turf, driveway, concrete walkway, steps, porches, landscaping, etc.).
