Description

The GSA, at the request of U.S. Customs and Border Protection, will provide repair and alteration to the existing U.S. Land Port of Entry in Madawaska, ME. The existing 4,865 GSF, circa 1959 Main Port Building (MPB) and secondary canopy will be upgraded and remodeled under this project. Total project square footage is 8,989 GSF. The existing facility will be modernized to include the following features: counter, work area, and offices; public counter and detention area, public restrooms, mechanical systems and security systems and site work. This project would reconfigure the existing building for better flow of operations and visibility on the main floor and provide personnel functions in the basement of the building which are currently missing. Enclose secondary inspection areas for Privately Owned Vehicles (POV) and two (2) of the existing inspection bays, which are currently covered by a canopy, be enclosed. Increase security and weather protection are included in the new Program of Requirements (POR) including fencing and gates at three (3) sides of the site. A new roof, brick repointing and repair, paving, stabilization of the river bank, upgrades to the HVAC system and plumbing systems are required. Port operation will be continuous 24/7/365 throughout all construction phases on a very constrained site. Design Phase services includes, but not limited to, construction management services, constructability reviews, program reviews, code reviews, mean and methods reviews, cost estimate reconciliation services, preliminary evaluation of the Architect of Record design development submissions, value engineering suggestions, identification of problems or errors in design and design documents, U.S. Green building Council (USGBC) LEED scorecard, materials compatibility, tolerances, consistency, consultation during document phase and construction phase submittals, preliminary cost estimates, development of subcontractor and supplier interest, and coordination with long-lead items, and market analysis. Review and comment on the constructability of integral architectural and or engineering required by the artwork(s) in the design stage submission documents. Develop, maintain and update a construction work sequence plan, addressing, but not limited to: construction phasing approach, preliminary construction schedule, including phasing and temporary/swing space moves, including all aspects of tenant relocations, construction work sequence plan for constructability and logistics issues, and schedules for award of subcontract construction packages. Construction Phase services include: but are not limited to, all work and services necessary for contraction of the project, project management, selection and procurement of all necessary subcontractors, coordination of regular construction meetings, critical path method (CPM) scheduling and schedule control, monitoring of construction costs, progress reporting, conduction and coordination of inspections and testing and all other required services necessary for a complete and sustainable building. The port will be fully operational and occupied during construction 24/7/365; therefore, the work may need to be conducted during non-business hours.
