Description

Project Description: This is a follow up Sources Sought Notice for a Design-Bid-Build requirement to construct the Manhattan VAMC, Hurricane Sandy Recovery Program 10 West Outpatient Specialty Clinic at the VAMC Manhattan Campus of the VA NY Healthcare System as summarized herein and further defined in the future bid documents and General Requirements. All work is located on the campus of the fully operational Manhattan VA Medical Center at 423 E. 23rd Street, Manhattan, NY. All interested firms are encouraged to submit their proposal packages. The approximate period of performance is 1 1/2 years. The renovation of the 16,500 SF space is to complete a new outpatient clinic in 10 West (10W) as well as upgrades to the 10 Central (10C) corridors, elevator lobbies and elevator doors. The General Scope of Work (SOW) includes, but is not limited to, providing all labor, materials, and equipment for the following tasks per Construction Documents (CDs): The project consists of a partial interior renovation on the 10th floor of an existing / occupied building. Approximately one third of the floor plate is to be renovated encompassing two of four exit stairs serving the floor. All stairs are required to remain accessible to exit the floor throughout the construction and final occupancy stage. Complete demolition of 10W wing including walls, plumbing, electrical, asbestos, etc. Demolish all electrical elements, associated wirings within walls or ceilings, and existing panelboards that are insufficient to accommodate the new work. Demolish and remove all existing IT systems and install new telecommunications and security systems for the 10W and 10C areas. Exterior renovation includes removal and replacement of extruded aluminum framed exterior window system located in the 10 West and 10 Central area of the 10th Floor. The interior renovation consists of the following: Construct and complete 14 exam rooms. Construct a treatment room with patient toilet room. Construct and complete Medication room and microscope room including custom casework. Construct a check-in room and a check-out room with installation of new custom casework, countertops, and partitions. Construct a new conference room with a custom casework kitchenette alcove. Construct and complete 3 triage rooms. Construct and complete staff locker area including new metal lockers. Construct staff lounge with kitchenette including custom casework. Relocate wheelchair scale to Equipment Alcove in new Triage area. Construct and complete Lead clerk room. Build out the HAC (housekeeping aid closet). Construct toilet rooms including 2 patient toilets, 1 men's public toilet, 1 women's public toilet, and 2 staff toilets. Install drinking new drinking fountains. Construct waiting areas, corridors, and elevator lobbies. Work includes but not limited to new luxury vinyl tile and wall protection at the waiting areas. Acrylic panels for corridor 10203W and accent wall mural for Corridor 10054C. Construct Wheelchair storage room, storage rooms, and crash cart alcove. Construct 3 new nursing consultant rooms. Construct 3 new preceptor rooms. Construct utility spaces/rooms including but not limited to mechanical rooms, electrical closets, fire alarm closet, and data rooms. Construct clean supply room, clean linen room, and soiled holding room. Remove asbestos containing material (ACM) by a licensed abatement contractor as per construction documents. Construct one procedure room with private toilet. Demolish existing sprinkler system including all piping, sprinkler heads, valves, and accessories back to the existing main standpipe. Design and install new automatic sprinkler system. All existing sprinkler system to remain active until the new sprinkler system is activated. Demolish existing fire alarm devices. Design and install new fire alarm system and devices. General electrical work for power, lighting, and lighting control system for the project area. IT and Telcom. work includes, but not limited to, the following: Nurse Call System Audio/Visual systems Security systems. All construction work to be done according to approved Phasing Plan. Work activities will require off-hour working schedules including evenings and weekends based on hospital operations. Sources Sought Notice The project is anticipated to be a duration or 1 1/2 years from the Notice to Proceed. The project Magnitude is between $10,000,000.00 and $20,000,000,00. The North American Industry Classification System (NAICS) 236220, $39.5M (Commercial and Institutional Building Construction). This source sought notice is for market research purposes in accordance with federal Acquisition Regulation (FAR) Part 10 and is to canvass all firms interested in proposing on this requirement. It dose not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this source sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this source sought. Firms interested in submitting their capabilities for this project must include the following information in the cover letter /introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination, and qualifying small business status/certification of Small Business (3) Bonding capacity (from surety). If submitting as a Joint Venture (JV), all JV's must have an agreement, JV entity DUNS, and CVE certification. All firm submitting must provide their CVE certification with date of expiration. Please limit responses to (5) pages. The Contractor capability statement shall include, but not limited to: Design-Bid-Build Experience: Demonstrate previous experience performing similar type of government construction (before mentioned) with a value of at least $10,000,000.00 performed in the past five years. Demonstrate experience with Hospital, Medical Clinic, Healthcare facility construction experience, if not hospital or healthcare facility experiences demonstrate experience with institutional or administration buildings Capability to perform: Provide a construction management composition for similar type construction Briefly state how this project will be managed Respondents are requested to submit capability Statements that exhibit clear and convincing evidence of your firm's capabilities and experience to perform the stated project.
