Description | The work includes the furnishing of all labor, material, and equipment necessary or required to complete all work set forth in the specifications and shown on the plans for the Lenola Town Center Improvements project, including, but not limited to traffic signing and striping improvements to accommodate dedicated bike lanes and traffic signal and electrical equipment for a signalized pedestrian crossing. Reconstruction of concrete sidewalk, driveways, curb, and ADA curb ramps. Streetscape improvements including grass or decorative concrete buffer strips, ornamental lighting, street furniture, landscape plantings, and decorative signage. Bids are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2 et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19-44A-202. Et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The Disadvantaged Business Enterprise (DBE) goal is 6%. The number of Training Positions will be 0 [where feasible consisting of at least Zero (0) Apprentices and Zero (0) Apprentice Graduates of the P.A.P. and/or Trainees (Total Trainees Hours = 0)] All prospective bidders must have a valid NJDOT Prequalification Approval for the construction discipline for this project. Bids will be made on the bid form provided, in the manner designated therein and required in the specifications, enclosed in an opaque sealed envelope and plainly marked on the outside with the date, time and item being bid. The Township is not responsible for any bid mailed or hand delivered which is lost in transit or delivered late. Any bid received late, will be returned unopened. All bids must be accompanied by a Bid Bond or Certified or Cashiers Check in the amount not less than 10% of the amount bid, but not exceeding $20,000 made payable to the Township of Moorestown. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance, Payment (in a sum equal to 100% of the total contract price) and Maintenance Bond upon the award of contract. Bidders are required to comply with the requirements P.L. 1975, C 127, N.J.S.A 10:5-31 et seq. and N.J.A.C. 17:27. (Affirmative Action Law); N.J.S.A. 52:32-44 (Business Registration Act); and N.J.S.A. 34:11-56.48 et seq. (Public Works Contractor Registration Act) and the contractor and all subcontractors must be registered in accordance with the Act; N.J.S.A. 34:11-56.27 et seq. (New Jersey Prevailing Wage Act); and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.); and N.J.S.A. 52:25-24.2 (Ownership Disclosure Statement) and submit a Disclosure Statement listing stockholders with the bid. The Owner reserves the right to reject any and all bids in accordance with Local Public Contracts Law and will determine the lowest responsible and responsive bidder in compliance with N.J.S.A. 40A:11-24. Furthermore, the Owner may request written clarification of any aspect of the bid where, in the Owner's opinion, ambiguities exist. No bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids. Pursuant to N.J.S.A. 40A:11-23.3, if within five (5) days after Bids are opened, any Bidder files a duly signed, written notice with Owner that demonstrates, to the reasonable satisfaction of Owner, that there was a material and substantial mistake in the preparation of its Bid, that Bidder may withdraw its Bid, and the Bid security will be returned. Thereafter, if the project is rebid, that Bidder will be disqualified from bidding on the same project. Owner will determine the lowest responsible bid within the 60-day time frame set forth at N.J.S.A. 40A:11-24, subject to any agreed upon extension. |
