Type of Contract: Construction, Firm Fixed Priced (FFP), Single Award Contract Place of Performance: Lincoln County, New Mexico Type of Construction: Other Heavy and Civil Engineering FAR Magnitude: Less than $25,000 NAICS: 237990 SIZE STD: $39.5M SET-ASIDE: Small Business Quote Submittal Information: Due Date: August 15, 2022 at 2:00 pm Local Mountain Time In accordance with this Solicitation Part IV - Representation and Instructions Questions Due Date: July 25, 2022 at 2:00 pm Local Mountain Time Award Selection Process: Lowest Price (f) This RFQ does not commit the Government to any costs incurred in the preparation and submission of a quote or for any other costs incurred by any firm submitting a quote in response to this solicitation. Note specifically that the Offeror will not be participating in a sealed bid procurement process under this acquisition method. Issuance of this RFQ does not constitute an award commitment on the part of the Government. (g) Quotation must be valid for a minimum of 60 days. (h) Respondents must complete registration utilizing the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The Government will obtain respondent representations and certifications through this system. (i) Award is subject to and based on the availability of funds. This project is currently funded based upon an independent cost estimate. (j) All questions should be emailed directly to the Contracting Officer by the posted due date. Only written RFI's will be considered and responded to by the Government. BLM responses to RFIs will be posted as an amendment to the solicitation. Respondents shall not contact any government personnel related to this requirement other than the Contracting Officer. Introduction: This Statement of Work (SOW) consists of connection to existing 12" iron pipe and installation of 170' of 12" PVC SDR 51 irrigation pipe. Pipe will be buried under 12" of new fill provided by Contractor. Contractor shall install an outfall structure at the downstream end of the new pipe. Care shall be taken to avoid introducing weeds to the area. The project is located between La Cuesta Lane and Rio Bonito in Lincoln County, NM. BLM has an easement for access to the site near 126 Cuesta Ln., Lincoln, NM. The contractor shall provide all labor, supplies, materials and transportation required to perform all tasks included in the statement of work. All work shall be completed within 45 days of the notice to proceed. Site Location and Background Information: Coordinates of this location: 33.503838 N, 105.396732 W There is an existing iron pipe at surface level that discharges to a ditch at the site. This ditch will be replaced with a 12" pipe. Contractor shall connect to existing 12" iron pipe using a bolted repair coupling (Naco PIP 12 inch by 12 inch, Part number: 2928-120I) or equal. Contractor shall install 170' of 12" PVC SDR 51 irrigation pipe that meets minimum requirements of ASTM D2241. All fittings shall meet the same requirements as the associated piping. Pipe shall be laid at a consistent slope for the entire length of the project. Contractor shall provide four 45 degree bends, four 22.5 degree bends and four 11.25 degree bends, which may be needed to keep pipe in ditch alignment and to accommodate change in slope from existing iron pipe to current ditch slope. Any excess fittings shall become the property of the government on completion of the project. A 3' long by 3' wide concrete outfall pad will be installed by Contractor on downstream end of new PVC. The outfall structure shall be 6" thick and roughly match the ditch flowline and shape to provide a transition between the buried pipe cross-section and the existing ditch cross section. All concrete shall be a minimum of 3000 PSI. Fill and Restoration Requirements Contractor must furnish 12" of fill for top of pipe to maintain 1' bury depth. Fill shall be clean dirt, free of weeds, cobbles and boulders. Width of fill will be an average of 4'. After shaping the disturbed surface to allow drainage perpendicular to the original ditch alignment, surface shall be compacted by walk behind plate compactor. Contractor shall complete two passes with plate compactor and shape again if needed for drainage. Fill and other materials brought from off-site shall not contain weeds. Contractor must provide source location for fill for BLM inspection and approval prior to any fill placement on site. Contractor shall ensure that pipe bedding and all fill around pipe is weed-free, free of sharp objects, cobbles and boulders. There may be some vegetation and debris removal necessary to complete the project. All removals necessary to complete the project are incidental and no separate payment will be made. Ground surface shall be restored over all disturbed areas to provide drainage. Special Requirements Regarding Weed Prevention and Restoration Care shall be taken to avoid bringing weeds into the site. Equipment shall be washed and decontaminated prior to transporting equipment onto the construction areas to minimize the introduction of weeds into the area. Submittals: Contractor shall submit the following for approval before beginning work: 1. Concrete Outfall Pad. Precast structure will be allowed subject to submittal and approval process. 2. Fill for pipe burial/cover, to include source material location and description. 3. PVC pipe. 4. Coupler.
