Description

The City of El Paso seeks proposals from qualified contractors to enter into Job Order Contract agreements to perform maintenance, repair, alteration, renovation, remediation, or minor construction for City of El Paso facilities on a Job Order Contracting basis. In compliance with the state of Texas law, including Texas Government Code Title 10, Subtitle D, Chapter 2269, the City will select the successful Offerors that provide the best value to the City based on the published Evaluation Criteria and on its final ranking. The Scope of Work under this proposal only applies to a facility that is a building, the design and construction of which is governed by accepted building codes, or a structure or land, whether improved or unimproved, that is associated with a building. The Scope of Work will not apply to: (1) a highway, road, street, bridge, utility, water supply project, water plant, wastewater plant, water and wastewater distribution or conveyance facility, wharf, dock, airport runway or taxiway, drainage project, or related type of project associated with civil engineering construction; or (2) a building or structure that is incidental to a project that is primarily a civil engineering construction project. Any other communications, oral or in writing, with any person are strictly prohibited. The initial contract period shall be for two (2) years from the Effective Date of the Contract, e.g., the date on which the original Contract is executed by the City of El Paso (the "Initial Term"). An official written notice will be issued stating the performance period for the Initial Term. Option Terms The City of El Paso shall have the option to extend the term of the Contract for up to three (3) additional terms of one (1) year. The City Manager or Designee may exercise the option to extend The successful offeror must furnish a performance and payment bond as required by law, and the terms of this contract per task order. Wage Rates: Where there are similar wage rate classifications in wage determinations, the higher wage shall be paid. The contractor shall pay not less than the wage rate as determined by the Department of Labor, Wage and Hour Division and the City of El Paso. The bidder awarded the contract for this project will be required to enter payrolls electronically using the LCP Tracker payroll software that the City uses to certify payrolls and generate payroll reports. The City will provide Contractor with the software The City reserves the right to accept or reject any or all proposals and to waive formalities. In case of ambiguity in stating the price proposal, the City reserves the right to consider the most advantageous construction thereof or to reject any proposals. Also, the City reserves the right to accept the low bid based on the tabulation of any one, combination or all of the base bid(s), alternate bid(s) and/or, optional bid(s) based on the most advantageous project bid that is desired by the City Department involved and that the City Council in their sole judgment determines is the City's best interest and benefit Awarded: V1.
