Description | This Specification establishes minimum technical requirements for overcoating the exterior of the existing petroleum bulk storage (PBS) tanks located at NYPA's various power project sites with white paint to hide/obscure the color of the top/finish coat to meet requirements of the recently amended Environmental Conservation Law (ECL) 17- 1016 to minimize emissions from petroleum storage tanks. The Authority has the right to reject any work that was performed without adequate Quality Assurance /Quality Control (QA/QC) inspection and testing. 1. Performing patch tests and adhesion tests on the existing coating for condition assessment 2. Preparing exterior surfaces 3. Applying coatings on the prepared exterior surfaces 4. Performing coating QC inspection and tests, and documenting the results 5. Removing any labels and signages on the tanks before starting the work and reinstalling after completion of the work 6. Removing any platforms, access stairs, or any obstructions on or around the tanks to facilitate coating work and reinstalling after completing the work. 7. Protecting the equipment on the tanks during surface preparation and coating work 8. Installing temporary containment/enclosure for containing paint dust and overspray. 9. Collecting, removing and disposing of the coating debris and wastes 10. Collecting, removing and properly disposing of the spent water from pressure washing. Water use should be minimized. 11. Testing the existing coating materials for existence of lead, and performing lead abatement work if the existence of lead is determined. |
