Description | Bring existing paint spray booth up to most current NFPA 33 (see note at bottom of Technical Objectives) and OSHA standards for operation. This includes, but not limited to: - Intake and exhaust systems/plenums shall be appropriately sized and employ fan systems sufficient to ensure maximum performance and fan life. - Ensure internal lighting is compliant with all applicable safety and facility standards. Lighting should be designed to provide appropriate illumination for spray painting operations and provide maximum efficiency regarding power consumption. - Filter system must be designed for chromate removal. Filter system must be triple-stage aerospace for use with aerospace coatings. Filters must meet or exceed Environmental Protection Agency (EPA) Method 319 requirements. Contractor shall provide EPA Method 319 Test Summaries and must demonstrate efficiencies for: Liquid Challenge, Solid Challenge and Pressure Drop (in inches of water) for each stage of filtration (from 50 fpm to 200 fpm, in 50 fpm increments). - Filtration system must meet a demonstrated paint arrestance efficiency of 99.97% or better for chromate-containing coatings. The Base Elizabeth City Synthetic Minor Air Permit limit for bioavailable chromium pigment (hexavalent chromium used in aircraft primer) emission is 0.0056 lb/year. Contractor shall provide Paint Arrestance filter test summaries and associated laboratory test results for chromate-containing aircraft coatings (aircraft primers typically contain 25% - 40% strontium chromate) demonstrating average removal efficiency for the filtration system. In addition, summaries and test results shall demonstrate paintholding capacity, initial pressure drop (in inches of water) and final pressure drop (in inches of water) for the total and each stage of filtration. Information on the paint used, paint spray method, spray feed rate and air velocity shall be included. - Paint booth environment will be auto-balancing capable to compensate for loading of the filter system. - Ensure operators are fully trained in the use of the upgraded spray booth to include normal operating conditions, user-based troubleshooting and user-based maintenance. - Provide a verifiable, industry based, test plan that will confirm achievement of the above objectives. - Comply with the Corrosion Control Configuration Assessment Checklist dated February 26, 2020, Attachment 1. - Through use of Industrial Hygienist services, determine if Hexavalent Chromium dust is present in any of the removed/replaced components and provide this information to the Government. |
