Description | The City of Duluth is interested in retaining a consultant to provide design and construction services for the reconstruction of 1st Avenue East from Superior Street to 3rd Street. In addition to street improvements, the existing 6" watermain will be replaced with 8" HDPE main from Superior Street to Second Street (approximately 700 feet). Water improvements will include replacement of any lead services. Existing copper services will be reconnected to the new main as the alignment allows. The sanitary sewer has not been lined but will remain in place. It is anticipated that any clay tile sanitary laterals will be replaced from the main to the right of way line within this project. Storm sewer will be replaced as necessary to facilitate the street construction. A hydraulic analysis of local road drainage will be required, and additional catch basins will most likely be needed to capture runoff from the 10-year storm design. A stormwater quality structure will not be installed along this route as a sedimentation basin is already located below the freeway. In addition to the above improvements, Duluth Energy Systems will also be installing hot water and steam lines from Superior Street to the 3rd Street alley to connect the Old Central High School. It is anticipated that Evergreen Energy will prepare the construction documents for these facilities for incorporation into the City plan set. The consultant will be required to coordinate with Evergreen to incorporate these plans and prevent utility conflicts. There is an existing street lighting system on the brick sections of 1st Ave E, between Superior Street and the 2nd St alley. It is anticipated that this lighting system will be replaced with the same street lighting system as Downtown Superior Street. In addition, the signal system at 2nd Street and 1st Ave E should be analyzed for warrants. Consultants should plan to replace this system in their proposals, as there are sight distance concerns at this location that may require that the signal remain. The signal at 1st Ave E and 1st Street has already been removed. The signal at 3rd Street and 1st Ave E is currently planned for removal as part of the 3rd Street project. Consultants should plan to design and install a fiber optic interconnect between Superior Street and 3rd Street as part of the project. Design and construction efforts will have to be coordinated with design and construction work occurring for the Third Street reconditioning project, from Mesaba Ave to 12th Ave E. The Third Street project will address the intersection at Third and 1st Ave E, as well as the ADA improvements. The 1st Ave E project will tie in to that project. The 3rd St project has the 90% plans due on 1/2/23, with bidding in February, for a summer 2023 construction season. The Consultant shall provide full-time construction inspection services. The proposal shall be based upon 20 weeks of construction and a total of 60 hours per week of inspection.
