Description | The Phase 8 Construction project will include construction of perimeter and interphase separation berms and composite liner system. Prospective Bidders should have 5 or more years of demonstrated experience in landfill cell and cap construction. The scope of work generally includes but is not limited to the following activities over approximately 3 acres: Construction of North Sediment Trap Excavation of soil material from Phase 8 Cell; Extension of underdrain system; Construction of structural fill perimeter and interphase berms; Construction of a three-foot thick recompacted soil liner; Installation of 60 mil textured HDPE geomembrane liner; Installation of one-foot thick leachate collection layer; and Installation of geotextile over leachate collection layer. All proposals shall be submitted electronically through the web service, Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful bidder must replace the bid guaranty with a one-hundred percent Performance Bond upon award of the bid. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, handicap, or national origin. The contractor shall pay wages at a rate not less than the minimum wages in accordance with the Prevailing Wage Schedules published by the Ohio Bureau of Employment Services schedule effective during the period of the Contract as provided for in Section 4115 of the Ohio Revised Code. Bid Documents including construction plans are on file and available for viewing Monday-Friday between the hours of 8:00AM and 4:00PM at the Office of the Director of Public Service, City of Wilmington, 69 North South Street, 2nd Floor, Wilmington, Ohio 45177. Bidders, prior to submitting a bid, are required to be enrolled in and to be in good standing in a Drug-Free Workplace Program (DFWP) approved by the Ohio Bureau of Workers Compensation (OBWC) and are required to provide on the Bid Form certain information relative to their enrollment in such a program. All questions regarding the project should be directed to Mr. Mo Finy, the project engineer, by no later than February 24, 2023 as indicated in Section II, Part 1.3 of the Bid Documents. No bidder may withdraw their bid within sixty (60) days of the actual date of the bid opening thereof. The Board of Control of the City of Wilmington reserves the right to accept the lowest and best bid, reject any and all bids, and to waive any irregularities in bids. |
